A copy of the budget as amended by the Council shall <br />be certified by the City Clerk and the City Manager and <br />shall be filed in the office of the City Clerk. The budget <br />shall be finally adopted by ordinance not later than the <br />last regular or adjourned regular meeting of the fiscal year. <br />Such ordinance shall adopt the budget by reference to the <br />certified copy thereof, as amended, on file in the office <br />of the City Clerk, and such ordinance shall be effective <br />immediately upon final adoption thereof. From and after the <br />effective date of the ordinance adopting the budget, the <br />several amounts stated in the budget as proposed expenditures <br />shall become and thereafter be appropriated to the offices, <br />departments, objects, and purposes therein stated for the <br />fiscal year to which the budget is intended to apply. <br />From time to time during the fiscal year, the Council <br />may transfer sums from any appropriated item to any other <br />appropriated item by resolution. Additional appropriations <br />shall be accomplished in the manner provided for in <br />Section 15 of the charter. No appropriation shall be <br />cancelled in whole or in part except by ordinance adopted <br />by the affirmative vote of five sevenths (5/7ths) of all <br />members of the Council." <br />Said Charter Amendment Proposition No. 8 shall be submitted <br />to the electors in the form of a proposition printed on the ballot <br />at said general municipal election as follows: <br />"CHARTER AMENDMENT PROPOSITION NO. 8 <br />Shall Charter Amendment Proposition No. 8 <br />adding a new section numbered 51.5 to the Charter of the <br />City of Redwood City providing for a public hearing prior <br />to the adoption of the annual city budget and providing <br />procedures for the adoption and amendment of said budget <br />and the appropriation of the moneys set forth therein, <br />_14_ <br />
