Current highway
standards such as HOV and ramp metering requirements will be implemented into the
conceptual design. The "big ticket" items such as right-of-way and structure
requirements will be determined to accurately evaluate construction costs. Design
alternatives as a result of value engineering analysis will be presented. Based on the
developed conceptual design, a preliminary cost estimate including applicable utility
relocation and right-of-way costs will be prepared.
The design approach for the capacity improvement interchange project will be the same
in depth process as the auxiliary lane conceptual design. The design will be compatible
with the proposed auxiliary lanes along the Bayshore Freeway and incorporate the
recommendations established by the traffic analysis to increase the interchange
capacities. City and roadway improvements will be addressed as dictated by the
proposed conceptual design. An informal value engineering analysis will be conducted
in conjunction with the Technical Committee and Caltrans to produce viable design
alternatives which may be considered by the committees. A preliminary detailed
construction cost estimate for the capacity improvements design will be developed.
The following steps will be taken to complete these tasks for both the conceptual plan
for the auxiliary lane (Task 2.2.1) and the conceptual plan for the capacity
improvements (Task 2.2.2):
3
.
