MANDATORY FINDINGS OF SIGNIFICANCE. <br /> <br /> <br />a) Does the project have the potential to degrade the <br />quality of the environment, substantially reduce the <br />habitat of a fish or wildlife species, cause a fish or <br />wildlife population to drop below self-sustaining <br />levels, threaten to eliminate a plant or animal <br />community, reduce the number or restrict the range <br />of a rare or endangered plant or animal, or <br />eliminate important examples of the major periods <br />of California history or prehistory? <br /> <br /> <br />b) Does the project have impacts that are individually <br />limited, but cumulatively considerable? <br />(“Cumulatively considerable” means that the <br />incremental effects of a project are considerable <br />when viewed in connection with the effects of past <br />projects, the effects of other current projects, and <br />the effects of probable future projects.) <br /> <br /> <br />c) Does the project have environmental effects which <br />will cause substantial adverse effects on human <br />beings, either directly or indirectly? <br /> <br /> <br /> <br />a) Does the project have the potential to degrade the quality of the environment, substantially <br />reduce the habitat of a fish or wildlife species, cause a fish or wildlife population to drop below <br />self-sustaining levels, threaten to eliminate a plant or animal community, reduce the number or <br />restrict the range of a rare or endangered plant or animal, or eliminate important examples of <br />the major periods of California history or prehistory? (Potentially Significant Unless <br />Mitigation Incorporated) <br /> <br />Implementation of Mitigation Measure HAZ-1 would ensure that potential impacts associated with <br />the release of hazardous materials, which could in turn degrade the quality of the environment, would <br />be reduced to a less-than-significant level. Implementation of Mitigation Measures CUL-1 through <br />CUL-2 would ensure that potential impacts to cultural resources that could be uncovered during <br />construction activities would be reduced to a less-than-significant level. No impacts to biological <br />resources were identified for the proposed project. Therefore, with the incorporation of mitigation <br />measures, development of the proposed project would not: 1) degrade the quality of the environment; <br />2) substantially reduce the habitat of a fish or wildlife species; 3) cause a fish or wildlife species <br />population to drop below self-sustaining levels; 4) threaten to eliminate a plant or animal community; <br />5) reduce the number or restrict the range of a rare or endangered plant or animal; or 6) eliminate <br />important examples of the major periods of California history. <br /> <br /> <br />ATTY/RESO.0032/PC RESO APPROVING CEQA - 860 CHARTER ST.
