ORAL COMMUNICATIONS <br />a. Vena Curia, 204 Yarborough Lane, Redwood City, representing the Kentfield <br />Commons Homeowners Association, requested Council to place her appeal of the <br />Planning Commission's decision, June 6, 1989 regarding approval of Citation <br />Builders PD 10300 -9 plans on a future agenda. The appeal was submitted on <br />the 8th day after the Planning Commission decision and there is a question as <br />to the legal length of the appeal period. The matter was referred to the <br />City Attorney who will advise Council, staff and Vena Curia later this week. <br />(203 -10) MEMO 6/20/89 <br />b. Margaret A. Spak, 1434 Maddux Drive, Redwood City, requested Council to <br />provide more and safer equipment and facilities in Redwood City Parks. <br />Council advised Mrs. Spak to speak to the Parks and Recreation Commission and <br />to keep the Council informed. MEMO 6/20/89 <br />c. Kathleen Mahany, 2036 Vera Avenue, Redwood City, Chairperson of the Advisory <br />Commitee of the Family Living Center presented a status report on the shelter <br />and a list of "Child Care Needs ", and requested Council help in convincing <br />the Emergency Operations Consortium to release the budgeted funds for fencing <br />and gates. Housing Director Michael Church advised Council he will pursue <br />this matter. Council welcomed Janet McGovern of the San Mateo Times. <br />BOARD, COMMISSION AND COMMITTEE REPORTS <br />5. Legislative Committee Report No. 89 -3 and <br />introduction of Noise Ordinance (301 -06) <br />Report: City Attorney, June 13, 1989 <br />Discussion ensued regarding construction hours, noise versus party noise, <br />decibel levels versus content, emergencies, public utilities emergencies and <br />work plans to accommodate customers, and enforcement. <br />Redwood City Police Chief Anthony Guardino described enforcement <br />procedures. <br />Frank Eich, PG &E, 1970 Industrial Road, Belmont described utilities policies <br />and possible emergencies. <br />Peter Fogarty, 939 Grand Street, Redwood City, described technical and <br />economic impacts of delaying construction start times to 7 :00 a.m. <br />CONSENSUS: Mayor Greenalch determined it to be the consensus of the Council <br />to refer the proposed ordinance back to the Legislative Committee and the <br />City Attorney for incorporation of party noise description and construction <br />times.
