Federal, and local safety, and noise and land use compatibility criteria
and standards.
The San Mateo County Airport land Use Commission's ClUP will also be
reviewed in the context of recent (1993) changes to Caltrans' "Airport Land Use
Planning Handbook: P&D will also review the Project site plan for compatibility
with the 1993 Caltrans criteria, and make recommendations for project mitigation
and/or updating the CLUP.
Task 2. --Inventory and Data Collection
Description. P&D's Project Manager, Mr. M. McClintock, will visit the project site,
and make field observations of aircraft operations at the San Carlos Airport.
Contacts will also be made with key San Mateo County personnel involved in the
project approval process (e.g., County Planners, AlUC staff, etc.) and with
Redwood City staff, as appropriate. In addition, Mr. McClintock will meet with the
San Carlos Airport Manager and FAA Air Traffic Control Tower staff to collect data
and information on airport operations and aviation activities (Le, aircraft
operations and fleet mix. aircraft flight tracks, arrival and departure procedures,
and aircraft noise data) as they may affect the project site. The status of the
Master Plan currently being prepared for San Carlos Airport will also be reviewed
and any potential conflicts with the proposed project will be identified and
evaluated. A coordination meeting with the FAA Airports District Office in
Burlingame will also be held in advance of preparing and submitting FAA Form
7460-1 "Notice of Proposed Construction or Alteration."
Task 3. -- Prepare Exhibits
Description. P&D will prepare scaled technical drawings and exhibits of aircraft
flight tracks, FAA airport safety criteria and other operational factors (including
noise) at San Carlos Airport which could affect the proposed project. This will be
done to help determine whether or not the location of the proposed project would
be subject to any substantial noise or flight safety hazards as a result of the
objective application of all pertinent safety and accident potential criteria. The
following exhibits would be prepared or included:
· Project Site Plan
· ProjecVAirport Vicinity and Land Use Map
· Airport Layout Plan
· Aircraft Traffic Pattern (Overflight Arealwith Noise Contours and Accident Locations)
· Runway Safety Areas
· Safety Zone Compatibility Analysis
· FAR Part 77 Surfaces
~.
