Council /Agency recessed from 8:20 p.m. to 8:26 p.m. --------------------------------------------- - - - - -- Agency Counsel James Hildebrand presented the Statement of Findings for adoption of the Redevelopment Plan described in Joint Public Hearing on Proposed Second Amendment Document Binder, and the 20 Amendments contained in the Second Amendment to the Plan. City Manager Smith provided background information on the evolution of the Redevelopment Projects in Redwood City, describing the four sub -areas of the 1982 Redevelopment Plan, Gateway, City Center, Marina, and Seaport; and described the Redevelopment Plan as a tool for long -term cultural and social development. Martha Nessel Packer of consultant firm Katz, Hollis, Coren & Associates, Inc. presented the Report to Council which provided information, documentation and evidence required by Sections 33352 and 33457.1 of the Community Redevelopment Law. Redevelopment Agency Executive Director Church advised if there were no objections, the proposed Second Amendment, the Final EIR, the Owner Participation and Preferences Rules, and the Report of the Agency would be made a part of the record, along with the testimony received.
