Exhibit "A"
SCOPE OF SERVICES AND FEE
The scope of services and compensation for Amendment No. 4 are described below.
Background
Caltrans requires formal traffic analysis of the five proposed stages of project
construction, which are defined in Stage Construction and Traffic Handling (SC/TH) plans.
This is necessary to provide Caltrans and the City with detailed data and findings about
traffic impacts that may arise during construction and determine whether potential
mitigations are feasible.
Consultant's Original Agreement Scope of Services (Task 2.6.11 Transportation
Management Plan) did not include the required traffic analysis because this activity was
not customary for Caltrans projects like the 101/84 (Woodside Road) Interchange
Improvement Project. Based on recent project experience with San Mateo County
interchange projects, Caltrans now requires additional information regarding this aspect
of project design. Staff concurs that this work is both necessary and is considered to be
additional work.
Scope of Work
Consultant will complete the scope of work described below as an extension of Task
2.6.11 Transportation Management Plan.
Purpose
• Determine whether SC/TH plans are functionally adequate for each stage as
compared to No Project conditions (in the year 2022)
• Determine if Lane Closure Charts are functionally adequate
• Identify and evaluate/assess possible layout changes
• Incorporate findings into 100% Design
Procedure
Consultant will use the existing Synchro/SimTraffic model and the existing AM and PM
peak hour traffic data that was used during the PA&ED phase of the work to evaluate
traffic operating conditions during each stage/phase of the project.
REV: 02-05-20 PR
ATN/AGR.Amend.
