The technical memorandums <br />will be suitable for potential inclusion as attachments to the grant application. <br />Infographics as needed. <br />Task 3: California Senate Bill 1 (SB 1) Trade Corridor Enhancement Program (TCEP) <br />Application - Consultant will prepare one TCEP Application in coordination with the City <br />and other involved consultants, which will use Task 1 Traffic Evaluations results. This <br />includes the following subtasks. <br />a) Prepare the body of the application. This will include the following. <br />Cover <br />Cover Letter <br />Fact Sheet <br />General Information <br />Eligibility According to Screening Criteria <br />Project Delivery <br />Evaluation Criteria <br />Other Project Information <br />Funding and Deliverability <br />Other <br />b) Prepare Technical/Policy Memos - The purpose of the memos will be to identify and <br />assess the expected benefit of the project compared to the future No Build conditions. <br />All work will conform with current TCEP Guidelines. The following topics will be <br />addressed. <br />1) Equity Priority Communities – This will identify and characterize the equity <br />priority communities and populations expected to directly benefit from the <br />project. The analysis will also identify how the Project is expected to benefit <br />these disadvantages communities. This will also document the Project <br />environmental justice analysis and procedures. <br />2) Bike/Ped Mode Shift – This will characterize the current and potential <br />project-related change in local pedestrian and bicycle use expected. This <br />will include assessment of any latent demand and/or future use growth from <br />local land use changes and anticipated development. Task 1 findings will <br />be incorporated into the technical memorandum to quantify where possible <br />any expected VMT and GHG changes that might be attributed to the <br />Project. <br />3) Port/Freight Assessment – This will provide a high-level summary <br />characterization of the current and projected future Port of Redwood City <br />operations and their use of the project under both Build and No Build <br />ATTY/AGR.2022/Amend No. 5/AECOM (US 101/84 PS&E) (Page 7 of 13)
