REV: 06-09-22 JB <br />scenarios. This will assess the economic role and value of the project on <br />freight traffic in the region. Task 1 findings will be incorporated into the <br />technical memorandum to estimate, to the extent possible, the value of <br />goods transportation using the current and future project roadways. <br />4) Accessibility - This will identify and characterize the existing barriers for <br />local individuals and communities to transportation, jobs, and business <br />opportunities. It will also identify the manner and extent that the project <br />proactively addresses and reduces in the future. <br />5) Climate Change and Resiliency – This will characterize the extent to which <br />the project incorporates considerations of climate change in its planning and <br />project delivery. This will also provide a high-level assessment of the project <br />expected results in reduced transportation-related pollution (including GHG <br />emissions) and improve the resiliency of at-risk infrastructure. <br />6) Environmental Sustainability - This will characterize the extent to which the <br />project incorporates considerations of environmental sustainability in its <br />planning and project delivery. The assessment will also assess the project’s <br />inclusion/compliance with regional planning for sustainability (i.e., Climate <br />Action Plans) and for transportation (Transportation Improvement Plans). <br />This will also provide a high-level assessment of the project expected <br />results in reduced transportation-related environmental impacts. <br />7) Public Health – This will characterize how the Project reduces exposure to <br />pollutants and supports active modes of travel such as walking and <br />bicycling. <br />c) Support Benefit-Cost Analysis – Consultant will support the benefit-cost analysis (be <br />completed by others) by customizing the Task 1 results and providing coordination <br />and interpretation. <br />d) Illustrative Graphics – Consultant will prepare maps, figures, and infographics for the <br />application, utilizing existing Project graphics for incorporation into the application. <br />Potential graphics may include maps showing the existing layout and future <br />improvements, congestion, and safety “hotspots,” and principal routes of travel use. <br />Assumptions/exclusions: <br />These services are focused on support for a TCEP grant funding opportunity. As <br />such this scope and budget is based current TCEP Guidelines. Scope and budget <br />modifications may be necessary if the specific grant notice includes new or revised <br />guidance and/or requirements. <br />Deliverables will include: <br />Draft and final grant application narratives <br />Brief technical memorandums summarizing the approach and findings of the <br />individual issue assessments identified in Task 3 b).
