• Establish a Program and Procedures for Quality Control/ Quality Assurance Plan and <br />conduct independent Quality Review of documents. <br />• Conduct and document Quality Reviews, and make findings and corrective actions <br />available for the City's review. <br />• Provide utility coordination and potholing. Prepare Utility Report of Investigation (ROI), <br />Utility Agreements, and Notices to Owners. <br />2.3 Applicable Standards: <br />• The PS&E will be prepared in accordance with Caltrans' regulations, policies, <br />procedures, manuals and standards (2015 Standards) in place at the time of signing of this <br />agreement. <br />• Roadway design will be in accordance with the 6a' edition (12/16/16) of the Caltrans <br />Highway Design Manual, the Manual of Uniform Traffic Control Devices (2014) and the <br />California Supplement to the MUTCD (Revision 2 dated April 7, 2017), and the City of <br />Redwood City Engineering Standards — Volumes 1 through 3 (6/23/14). <br />• Roadway plans will be prepared in conformance with the current editions of the Caltrans <br />Plans Preparation Manual (February 2017) and the Caltrans CADD User's Manual <br />(2/24/17). <br />• Plans, specifications and estimates will be prepared in conformance with the current <br />editions of the Caltrans Plans, Specifications and Estimates Guide, Standard Plans and <br />Standard Specifications (2015 Standards) and the Ready To List And Construction <br />Contract Award Guide (RTL Guide) (January 2014). Caltrans "boilerplate" special <br />provisions will be used in preparation of the project specifications. It is assumed that the <br />Project will be advertised, awarded, and administered by Caltrans. <br />• Bridge plans, specifications, and calculations will be prepared in accordance with the <br />current editions of the Caltrans Bridge Design Specifications (Nov 7, 2008), Bridge <br />Design Details Manual (3/23/17), Bridge Design Aids Manual (2/28/17), Bridge Memos <br />to Designers (1/30/16), Caltrans Office of Special Funded Projects (OSFP) Information <br />and Procedures Guide (Dec 2012), AASHTO LRFD Bridge Design Specifications, 4a' <br />Edition with Caltrans Amendments, and Seismic Design Criteria (SDC) (6/3/13). <br />• Surveys will conform to the current Caltrans Surveys Manual. Datum to be 1983 NAD <br />(Horizontal) and 1988 NAVD (Vertical). <br />• Phases of design of improvements which impact existing or proposed underground <br />utilities will conform to Caltrans' Project Development Procedures Manual (PDPM) — <br />Encroachments and Utilities (12/13/16). <br />• Right-of-way appraisal maps will conform to the current Caltrans Right of Way Manual. <br />• Any exceptions to applicable design standards (12/12/16) will be approved by Caltrans <br />via the process outlined in Caltrans Highway Design Manual and applicable memoranda <br />and design bulletins published by Caltrans. <br />• AECOM will coordinate with Caltrans staff on the design and incorporation of Traffic <br />Operations System (TOS) and ramp metering improvements. <br />• UPRR Guidelines and Standards. <br />Page 12 of 73 <br />REV: 07-18-17 PR <br />ATTY/AGR.2017.166/AECOM 101/84 PSBE <br />
