Army Corps of Engineers/Section 404 resources and no permit applications are proposed for <br />to the Corps of Engineers. A RWQCB Water Quality Certification application (or Report of <br />Waste Discharge Requirements) will be prepared for the project. Information gathered from <br />the project team, technical studies for the Natural Environment Study (NES) and Final <br />Environmental Document, and updates received from the design team during PS&E will be <br />used to prepare the permit application. AECOM will assist in coordination with the <br />RWQCB. <br />Because of the small size of the impact to non jurisdictional Waters of the State, it is <br />assumed that restoration of affected areas can be achieved within the project limits as part of <br />the design. Replacement drainage areas will therefore be included in the design and the <br />project will be described as a no net loss with respect to the 0.02 acre of impact identified in <br />the IS/EA. This will be coordinated with the drainage design work. Compensatory and/or <br />offsite mitigation is therefore not assumed or proposed. AECOM deliverables for this <br />subtask include one draft and one final Water Quality Certification application. <br />Task 3.12 Construction General Permit Compliance <br />AECOM will assist to comply with the National Pollutant Discharge Elimination System <br />(NPDES) Construction General Permit (CGP) that became effective July 17, 2012 by <br />performing the following: <br />• Prepare a water quality risk assessment for the Project <br />• Update the Storm Water Data Report to document the risk of the Project and the new <br />BMPs to be implemented <br />• Provide cost estimates for additional Inspections /Monitoring/ Sampling/ Rain Event <br />Action Plan, as applicable, based on the risk assessment of the Project for the PS&E <br />package <br />• Prepare the Resident Engineer File to describe the new CGP requirements for BMPs <br />(year round) on construction contracts and instructions on how to file the Project <br />Registration Documents into the Stormwater Multiple Application & Report Tracking <br />System (SMARTS) to obtain coverage under the CGP <br />• Prepare and provide the Water Quality Handouts to the Contractors bidding on the <br />Project, which includes new general guidelines for the new permit requirements <br />Task 3.13 Draft PS&E Forms <br />AECOM will prepare draft PS&E Forms in accordance with Caltrans' RTL Guide, latest <br />edition.
