TASK 5 100% PS&E PHASE <br />Task 5 incorporates comments from Task 4 and produces Final 100% PS&E documents ready <br />for Caltrans District 4 and Engineering Services review and Caltrans' advertisement. AECOM <br />will review comments received from the reviewing agencies on the Task 4 submittals and attend <br />comment resolution meetings (up to 2) with the City, Caltrans and other agencies to resolve <br />issues. AECOM will incorporate agreed upon comments and provide Caltrans Bid Documents <br />for finalizing before advertisement. <br />The following services and submittals are required from AECOM: <br />Task 5.1 Plans, Specifications and Estimates <br />AECOM will update the Plans, Special Provisions and Estimates submitted for Task 4 and <br />incorporate the agreed upon comments received from the City, Caltrans and all of its units, and <br />other agencies. <br />AECOM will submit the revised Quantities and Cost Estimate to the City and Caltrans. <br />AECOM will coordinate the plans, specifications and estimates with those of "other design <br />consultants and assure that highway design interfaces with structures design when all documents <br />are combined to form a single Project PS&E package. It is understood that the project will be <br />Advertised, Awarded and Administered by Caltrans; therefore, approval by Caltrans for all <br />NSSPs will be required. <br />Task 5.2 Design Reports <br />AECOM will update and submit all design reports not previously approved under Task 4. The <br />updates will incorporate all the agreed upon comments from the City, Caltrans and other <br />agencies. <br />Task 5.3 Permits <br />For the RWQCB Water Quality Certification, AECOM will obtain the approved permit, verify <br />that conditions are resolved, and include the permit as part of the Bid Documents. <br />Task 5.4 Environmental Revalidation <br />AECOM will prepare a NEPA/CEQA revalidation, which is required by District 4 to confirm <br />that the environmental document remains valid before the project proceeds to the next approval <br />(Ready to List). AECOM environmental staff will review the 95% plans with the design team <br />against the preliminary design approved during PA&ED, and note any substantial differences (or <br />lack thereof). The revalidation only needs to address substantial changes in the project design, <br />right of way needs/acreages, and/or environmental setting, impacts, and commitments that affect <br />the original findings of the final (December 2016) Initial Study/Environmental Assessment. The <br />Revalidation will be finalized at 100% PS&E. It is assumed that no additional technical analyses <br />will be needed to complete the revalidation. <br />As part of the Revalidation, AECOM will review and refine the Environmental Commitment <br />Record (ECR) developed during the PA&ED phase, also required for RTL.
