<br />'" <br />will assist in designing the survey and will be responsible for all survey administration, <br />including preparation of cross-tabulated survey results. <br />A phone survey is recommended over a mail survey because it provides less of an <br />opportunity for self-screening of potential participants and ensures an adequate sample <br />size (i.e., survey administration will continue until 300 surveys are completed). A survey <br />is recommended over focus groups because of the wider audience that can be reached <br />through a survey. At this point in time we estimate that 300 completed surveys will <br />provide a sufficient sample size to provide statistically significant results. Ultimately the <br />sample size could be reduced depending upon the number of target businesses and <br />existing representation of growing industries in Redwood City and Redwood Shores. <br />Two pools of targeted businesses will be sampled. The first pool will include specific <br />businesses identified through the list compilation portion of the assignment. Appropriate <br />contact people will be identified through a series of screening questions, to identify the <br />personnel most involved in the locational decision-making process. We seek to complete <br />approximately 50 of these surveys. The second pool will include businesses already <br />located in Redwood City/Redwood Shores in the targeted industries as identified by Dun <br />& Bradstreet. These businesses will comprise the balance of the survey sample, or 250 <br />businesses. <br />SKMG will purchase select business data from Dun & Bradstreet pertaining to existing <br />businesses; these data will comprise the local universe of target industries. It is important <br />to focus on these businesses because local economic development begins with growing <br />and strengthening the base of existing businesses. Therefore, it will be of critical <br />importance for the City of Redwood City to ascertain the business needs and municipal <br />government concerns of this important local resource. <br />SKMG has worked with Dun & Bradstreet data on numerous occasions, both to identify <br />local businesses for business survey purposes as well as to generate employment <br />estimates. While there are weaknesses in this data source, SKMG's research suggests it <br />is one of the most reliable secondary data sources available for business-specific <br />information. The Dun & Bradstreet data includes two contact people for every business <br />entry. These contact people are typically high-level individuals knowledgéable of <br />sensitive business issues. These are the people who will be targeted by the business <br />survey. <br />17. Evaluate Current City Services <br />SKMG will analyze the survey results to identify business concerns regarding city <br />administration, economic development tools, and other administrative or programmatic <br />areas amenable to city intervention. We will then conduct research to determine the <br />extent to which the City of Redwood City does or does not satisfy these concerns.
