<br />.. <br />and policies. This information will be compared to the survey findings to develop a list <br />of service areas targeted for improvement. For select service areas, SKMG will survey <br />additional cities to develop a comparative perspective on Redwood City's performance. <br />In addition to analyzing the surveys, SKMG will also conduct personal interviews with <br />representatives of approximately 20 businesses_ that recently left or are reputedly <br />considering leaving Redwood CityIRedwood Shores. For the businesses no longer located <br />in Redwood CityIRedwood Shores, the purpose of these interviews will be to determine <br />why the businesses left and if any City actions could have helped avert the move. For <br />the businesses still in Redwood CitylRedwood Shores but considering a relocation, the <br />interviews will focus on identifying factors that could influence the businesses to <br />reconsider their relocation plans. SKMG employed this approach in the Monterey <br /> ) <br />Corridor, and the City of San Jose gained extensive useful information regarding business <br />perceptions of the city as a result. Even before the study was completed the City of San <br />Jose implemented changes in key administrative areas, such as permit processing, <br />interdepartmental coordination, and business outreach. The interviews also provided a <br />sense of the relative role of local government issues versus other key locational criteria, <br />such as land costs, access to markets, and proximity to the owner's residence. <br />SKMG will additionally conduct a focus group in order to evaluate the City's entitlement <br />processes. The focus group will consist of 10 to 15 development professionals who have <br />completed an entitlements process in the recent past. The make-up of that group should <br />be as follows: <br />· Residential projects represented should be of at least five units. <br />· Developers and contractors should both be represented. <br />· Projects of various scales should be represented. <br />· Commercial development should be emphasized. <br />SKMG will prepare a list of questions to be approved prior to the session, will tape record <br />the session, and will produce an anonymous transcript of the session. City staff will help <br />identify appropriate group representatives and will supply the meeting room. All <br />participants will be assured anonymity. <br />The business survey findings and other relevant business findings will be summarized in <br />a memorandum report. <br />18. Categorize Areas of Service Shortfall <br />SKMG will categorize the municipal service area and other business concerns along the <br />spectrum requested by the City, including incentives, services, and attributes.
