categorization, to be presented in matrix format with accompanying text, will help the
City understand the extent to which City intervention can facilitate local business growth
and determine areas most amenable to City intervention. For example, the Monterey
Corridor business survey results indicated that taxes, fees, environmental regulations, and
the City's attitude toward business were key concerns of many Monterey Corridor
businesses. Per Redwood City's typology, environmental regulations (federally and state
mandated) would be categorized as an attribute. However, many business complaints in
the Monterey Corridor related to the duplicative paperwork required by several
environmental agencies. To provide business relief, SKMG suggested that the City of San
Jose consider providing assistance to these businesses in understanding environmental
regulations and filing paperwork. Therefore, a local government service was
recommended to help ameliorate an attribute beyond the City's control.
)
RECOMMENDATIONS AND IMPLEMENTATION STRATEGY (INCENTIVES, SERVICES, AND
ATTRIBUTES)
19.
