<br />21.2 Training <br /> The Human Resources Director is responsible for developing training programs <br /> in order to improve the efficiency and broaden the knowledge of workers in the <br /> performance of their duties. Successful completion of special training shall be <br /> considered in making advancements and promotions. The Union may appoint a <br /> member to meet with the Human Resources Director to plan, evaluate and <br /> recommend training programs. <br />21.3 Licenses and Certificates <br /> Workers who are required by State or Federal agencies to be licensed or <br /> certificated shall be reimbursed for the fees for such license or certificate, <br /> excluding licenses required by the Department of Motor Vehicles. <br /> ARTICLE 22 - HEALTH PLANS <br />22.1 Health and Cafeteria Plans <br /> 22.1.1 The City agrees to contract with the California Public Employee's <br /> Retirement System (PERS) for participation under the Public <br /> Employees Medical and Hospital Care Act (Government Code <br /> Section 22751, et, seq.), pursuant specifically to Government Code <br /> Section 22825 and 22850. <br /> 22.1.2 For the period February 1, 1998 through January 31, 2001, the <br /> City's maximum contribution for each active worker for a Health <br /> Benefit Plan (as referenced in Government Code 22825) shall not <br /> exceed sixteen dollars ($16.00) per month. <br /> 22.1.3 The health plans offered shall be those of the California Public <br /> Employee's Retirement System (PERS). <br /> 22.1.4 For workers who have ten (10) years of service and retire under the <br /> retirement plan provided by Redwood City, the City shall contribute <br /> on behalf of the retiree only (no dependents), an amount toward <br /> the California Public Employee's Retirement System health plans <br /> equal to the percentage of premiums paid for an active worker, for <br /> the same plan. <br /> 22.1.5 In the event there are any costs not charged to the City due to <br /> delays by PERS and/or other administrative agencies in calculating <br /> or reporting these costs, said costs shall be carried over and <br /> 39 <br />
