Redwood City - Automated F*,~,-~nit System Consulting Services

2.3. Project Implementation Strategy

Psomas will work with the city to develop a project implementation strategy. The
strategy will define a high level approach and program schedule that includes all
major activities associated with system selection, system implementation, legacy
system data migration, and training.

During the strategy development process, Psomas and city representatives will
meet with other jurisdictions that have recently deployed automated permit
systems. The purpose of these meetings is to understand their approach and
identify issues that pertain to Redwood City's system implementation process.
Members of the BASP Group and other cities of similar size and need will be
included in the review. Discussions with the cities may be conducted in their
offices or through telephone conference calls. Psomas will prepare a list of key
discussion points prior to the interviews and incorporate relevant findings into the
Project Implementation Strategy.

The purpose of the strategy is to develop a common expectation for the activities
that need to be performed to successfully implement a new automated permit
system. The strategy document will be a high level document that will be updated
with greater detail once the automated permit system vendor is selected and
added to the project team.

Deliverables

2.3.1. RFP Development
Psomas will prepare a Request for Proposal for a new Automated Permit Tracking
System. The RFP will be based on the Automated Permit System Requirements
Report and the Project Implementation Strategy. The RFP will be developed as a
draft and submitted to the city for review and comment. Psomas will meet with the
city to review the draft and discuss revisions. A final RFP will be produced for the
city to distribute during the vendor selection process.

The RFP will contain the following sections:

Psomas March 20, 2001 4
