ROCKETSHIP REDWOOD CITY ELEMENTARY SCHOOL PROJECT SEPTEMBER 2016 INITIAL STUDY/MITIGATED NEGATIVE DECLARATION As discussed in Section XVILd,the proposed project would not substantially increase demand for water and would therefore not exceed the capacity of existing water treatment facilities. The proposed project would not require the construction of new water treatment facilities,or the expansion of existing facilities,other than those already planned as part of the City's Water Master Plan.121 The project site is currently served by water infrastructure and would utilize an existing 2-inch water line that connects the site to the existing 12-inch water service line located within Charter Street. The proposed project would connect directly to existing mains,which have sufficient capacity to accommodate the proposed project. Therefore,the impact of the proposed project on water infrastructure would be less than significant. c) Require or result in the construction of new storm water drainage facilities or expansion of existing facilities, the construction of which could cause significant environmental effects? (Less-Than-Significant Impact) Stormwater collection services at the site are provided by the Redwood City Public Works Services Department.126 Existing storm drainage infrastructure surrounding the site includes a 48-inch storm drain pipe located within Charter Street and Bay Road. As the project site is already paved,the proposed project would not increase impervious surfaces at the project site and would not increase the amount or rate of stormwater runoff from the site. Installation of new landscape areas would instead increase the amount of pervious surface area. The proposed project would not require or result in the construction of new stormwater drainage facilities or expansion of existing facilities.Also refer to Sections IX.a and IX.e. The proposed project would have a less-than-significant impact related to requirements for new or expanded stormwater drainage facilities. d) Have sufficient water supplies available to serve the project from existing entitlements and resources, or are new or expanded entitlements needed?(Less-Than-Significant Impact) As previously discussed,potable water to the site is provided by the Hetch Hetchy regional water system operated by the SFPUC. The City updated its Urban Water Management Plan (UWMP)in 2010(based on General Plan growth projections)which describes existing and planned sources of water available in the water system service area over the next 20 years,in 5-year increments.127 The City also signed an individual Water Supply Agreement(WSA)with the SFPUC in 2009,which guarantees Redwood City a supply of 10.93 million gallons per day of water on an annual-average basis during a normal year.128 According to the UWMP,the water demand projections for Redwood City remain well below the SFPUC supply amount until at least 2030,dependent upon continued expansion and utilization of the City's Recycled Water Program.129 With a guaranteed water supply from the SFPUC,implementation of conservation measures,and the expanded use of recycled water, Redwood City has sufficient water supply to support planned future growth. 125 lbid. 126 Redwood City,City of,2010.Redwood City New General Plan,Draft Environmental Impact Report,Section 4.8 Hydrology and Water Quality. 127 Redwood City,City of,2010.
