ROCKETSHIP REDWOOD CITY ELEMENTARY SCHOOL PROJECT SEPTEMBER 2016 INITIAL STUDY/MITIGATED NEGATIVE DECLARATION Water service bills from several existing Rocketship schools in the South Bay that have a similar capacity to the proposed project were reviewed to determine projected water demands for the proposed project. It is estimated that the proposed project would result in a demand of approximately 913 gallons of water per day. This expected demand would represent less than 0.008 percent of total available water supplies within the City. In addition,low-flow urinals and plumbing fixtures would be installed at the school,which would ensure that water demand is reduced to the extent feasible. The proposed landscaping also includes drought-tolerant California native and/or other suitable plants. Landscaping would also be limited at the site and would not include open lawn areas. Based on the above,the City would have sufficient water supply to support the proposed project and implementation of the project would not require new or expanded entitlements for water supplies. Therefore,this impact would be less than significant. e) Result in a determination by the wastewater treatment provider which serves or may serve the project that it has adequate capacity to serve the project's projected demand in addition to the provider's existing commitments?(Less-Than-Significant Impact) Please refer to Section XVLa for a discussion of the project's impacts to wastewater treatment. The proposed project would result in a very minor contribution to the daily permitted capacity of the wastewater treatment plant and would not exceed the plant's capacity. Therefore,impacts related to the capacity of the existing wastewater treatment plant would be less than significant. J) Be served by a landfill with sufficient permitted capacity to accommodate the project's solid waste disposal needs?(Less-Than-Significant Impact) Recology San Mateo County provides solid waste collection,recycling,transportation,and disposal services to Redwood City customers under a franchise agreement. Collected waste is transported to the South Bayside Transfer Station(SBTS),located in the City of San Carlos.130 There are nine landfills that serve the Redwood City area. Approximately 90 percent of the solid waste collected from Redwood City is sent to the Ox Mountain Sanitary Landfill,located east of Half Moon Bay in unincorporated San Mateo County. The Ox Mountain Landfill is estimated to have a remaining capacity of at least 31 million cubic yards or 80 percent of its total potential capacity.131 While this landfill is currently permitted to operate through January 2018,the closure date is subject to adjust- ment and extension under the direction of Cal Recycle,the State's waste reduction and management agency. 132 According to Cal Recycle,Ox Mountain Sanitary Landfill has a substantial amount of remaining capacity to continue receiving solid waste from Redwood City and other jurisdictions. The Redwood City 2010 General Plan projects an increase in solid waste generation of about 60 tons per day,which equates to less than 1 percent of the maximum daily throughput accepted at the three largest landfills receiving waste from Redwood City.
