15.3 As authorized by Section 20042 of the Government Code, the City will contract with PERS to provide one (1) year highest compensation PERS retirement benefit, effective July 1, 2001 or, as soon as practical thereafter. ARTICLE 16 PAY 16.1 Pay Period Management unit employees shall be paid bi-weekly on Fridays. 16.2 Salary Increases 16.2.1 Effective with the first full pay period on or after October 1, 2001, salaries for all RCMEA members shall be increased by 6%. Effective with the first full pay period on or after October 1, 2002, salaries for all RCMEA members shall be increased by 5.5%. Effective with the first full pay period on or after October 1, 2003, salaries for all RCMEA members shall be increased by 5.5% Effective with the first full pay period on or after October 1, 2004, salaries for all RCMEA members shall be increased by the Consumer Price Index for all Urban Consumers (San Francisco/Oakland/San Jose) for year ending August 31, 2004, with a minimum of four percent ( 4%) and a maximum of six percent (6%). 16.2.2 External labor market comparison shall be conducted for all classifications in the management association. The implementation date of any adjustments based on labor market studies shall be the first full pay period on or after October 1, 2003. (No adjustments will be done if market surveys indicated an adjustment of less than the NRI of 5.501o) Labor market salary figures shall be established by comparing the following factors: Base top step salary and/or control point used in other agencies and employee PERS contribution paid by the employer. The City's comparable labor market shall include the following agencies: City of Alameda City of Berkeley City of Hayward City of Mountain View City of Palo Alto City of San Leandro City of San Mateo City of South San Francisco City of Sunnyvale
