15.3 As authorized by Section 20042 of the Government Code, the City will contract with <br />PERS to provide one (1) year highest compensation PERS retirement benefit, effective <br />July 1, 2001 or, as soon as practical thereafter. <br />ARTICLE 16 <br />PAY <br />16.1 Pay Period <br />Management unit employees shall be paid bi-weekly on Fridays. <br />16.2 Salary Increases <br />16.2.1 Effective with the first full pay period on or after October 1, 2001, salaries for all <br />RCMEA members shall be increased by 6%. <br />Effective with the first full pay period on or after October 1, 2002, salaries for all <br />RCMEA members shall be increased by 5.5%. <br />Effective with the first full pay period on or after October 1, 2003, salaries for all <br />RCMEA members shall be increased by 5.5% <br />Effective with the first full pay period on or after October 1, 2004, salaries for all <br />RCMEA members shall be increased by the Consumer Price Index for all Urban <br />Consumers (San Francisco/Oakland/San Jose) for year ending August 31, 2004, <br />with a minimum of four percent ( 4%) and a maximum of six percent (6%). <br />16.2.2 External labor market comparison shall be conducted for all classifications in <br />the management association. The implementation date of any adjustments <br />based on labor market studies shall be the first full pay period on or after <br />October 1, 2003. (No adjustments will be done if market surveys indicated an <br />adjustment of less than the NRI of 5.501o) <br />Labor market salary figures shall be established by comparing the following <br />factors: Base top step salary and/or control point used in other agencies and <br />employee PERS contribution paid by the employer. The City's comparable <br />labor market shall include the following agencies: <br />City of Alameda <br />City of Berkeley <br />City of Hayward <br />City of Mountain View <br />City of Palo Alto <br />City of San Leandro <br />City of San Mateo <br />City of South San Francisco <br />City of Sunnyvale <br />
