Ken Rol andel l i, Chairman, Historic Resources Advisory committee, said that <br />the condition of Union Cemetery suggests i mnedi ate need for protection of an <br />important historic site. <br />---------------------------------------------------------------------------------- <br />MATTERS OF COUNCIL INTEREST <br />1. Smoking Regulations <br />(see also Minutes of 5/16/88) <br />Councilman Claire stated for the record that letters were received from Ampex <br />requesting certain changes in the proposed ordinance and from the Sequoia <br />Hospital District in support of the ordinance. <br />Beryl Darnell, 3907 Lakemead Way, expressed concern that the proposed smoking <br />regulations may interfere with the bingo games being conducted at the <br />Veterans Memorial Senior Center, because many of those who attend smoke, and <br />the games are a major source of revenue for senior affairs. <br />James Eki ns, employed at 3 Twin Dolphin, speaking for himself and as <br />corporate counsel for Redwood Shores, Inc., suggested that government <br />regulation of smoking intrudes into the lives of citizens, objecting <br />specifically to Section 15.4 (b) (2). He inquired as to the meaning of <br />"dispute" in Section 15.4 (b)(4) . (see page 4 paragraph 1) <br />Eldon Ellis, M.D., 3621 Farm Hill, applauded the action of Council in <br />proposing the smoking regulations. He stated that smoki ng i s a major heal th <br />hazard and cited results of many recent studies in support of his statement. <br />Dr. Ellis suggested that individual rights stop where they infringe on the <br />health and safety of others and noted that Menlo Park, San Mateo and Belmont <br />have already adopted similar ordinances. <br />Pam Gibson, volunteer for American Cancer Society, and a County employee, <br />said that ACS supports the ordinance and noted that the County has had a <br />broad internal "No Smoking" policy for four years which has been successful. <br />Mary Hobb, Kaiser Permanente Medical Center, commended Council for proposing <br />the ordinance and observed it is the prerogative of government to adopt a <br />smoking policy, because of government's responsibility to protect public <br />heal th. Ms. Hobb offered Kaiser services to any organization in the area to <br />assist in the implementation of the proposed regulations. Ms. Hobb suggested <br />that there are many who would like to attend bingo games but cannot do so <br />because of the present smoke - filled atmosphere <br />Steven Howard, M.D. , 907 Katherine, family physician, stated his agreement <br />with Eldon Ellis, M.D. in support of the ordinance.
