Item No. 2 (continued) <br />CLARIFICATION: Councilman Murray said that there is nothing in the motion <br />which would require the Community Development Department to bring anything to <br />the Traffic Committee, but that the Traffic Committee would have to learn <br />about traffic matters which come before it, but there is no mandatory review <br />by an advisory committee. <br />INTERPRETATION: Community Development Director Pawloski said that it is his <br />interpretation of the motion that the staff will use its own discretion in <br />referring items to the Traffic Committee. <br />John Wade (see above) suggested sources of matters for the Committee would <br />come from the City Council, at the discretion of staff, citizen inquiries <br />referred by Council or staff, and matters brought up by Committee members. <br />The motion failed by majority voice vote determined to be 2 -3. <br />M /S: Buchan /Murray with regard to duties, adopt (a), items (i) through (vii <br />and c. as "(vii) Traffic signal priority list." <br />CLARIFICATION: Councilwoman Buchan said her motion does not preclude the <br />addition of other matters. <br />The motion failed by majority voice vote determined to be 2 -3. <br />Jon Spangler, 733A Loma Verde, Palo Alto, said he is employed by the City to <br />rewrite the bicycle plan and urged Council to take the most wide - ranging <br />approach possible with regard to possible duties of the Committee. <br />M /S: LaBerge /Murray at the request of the City Council and /or the staff, the <br />Traffic Committee will study and prepare recommendations for the City Council <br />on traffic matters, such as (see 3.a.(a): <br />(i) 1) Speed limit changes; <br />(ii) 2) Crossing guard requests; <br />(iii) 3) Transportation Systems Management ( "TSM ") measures; <br />(iv) 4) Stop and yield signs; <br />(v) 5) Parking regulations; <br />(vi) 6) Other traffic requests not resolved at staff level. <br />The motion carried unanimously by voice vote. <br />M /S: Murray /Buchan to delete item (vi) "Other traffic requests not resolved <br />at staff level" as being irrelevant in the context of the motion just <br />carried. <br />The motion carried unanimously by voice vote. <br />M /S: Murray /Buchan to add to items in the motion related to duties (vi) <br />Environmental impact reports. <br />Carried by majority voice vote determined to be 3 -2. <br />Reg.Mtg. <br />10/3/88 <br />Page 4 MINUTE BOOK NO. 48 <br />Page No. 199 <br />
