That the public interest and convenience required that culverts be constructed <br />on certain streets and Portions Of streets in said Dingee Parkas designated and set forth <br />In said resolution; and <br />Whereas, said board of trustees tin and by said resolutIOn,did refer to James V.Neuman, <br />civil engineer,who was by said resolution employed by said board of trustees (there being <br />no city or town engineer of and for said town),the work hereinbefore mentioned and pro- <br />posed by said resolution for the purpose of doing and performing all acts required of the <br />said civil engineer by the provisions of "The Local Improvement Act cif 19010,and did in- <br />struct said James V. Neuman,said civil engineer,to make to said board of trustees a re. <br />port in writing containing his recommendations as to the best methods of doing all Of <br />said work,and to attach to said report the exhibits referred to in said act; and <br />Ihereas,said James V.
