<br />the center line of Whipple Avenue, extended southwe:;terly to the southwesterly
<br />boundary line of the Town of Redwood City, and by reshaping the surface of
<br />such pavement and ,;lacing thereon a layer of granite waste rock to serve as a
<br />base for the asphaltic concrete wearing surface herein mentioned;
