1 Fi Lr__ 0 MINUTES OF REGULAR MEETING REDWOOD CITY COUNCIL NOVEbtBER 16, 1931 7:30 P M Upon roll call, the following Councilmen were present: Mayor D R Stafford, W J Dusel, C J Hildebrant, C G Lambert, P A McCarthy, Geo W McNulty. City Clerk B E Myers. Absent: Councilman H A Badger. The minutes of the meeting of November 2 were approved, on motion of Councilman Dusel, seconded by Councilman McNulty. Letter from the American Legion thanking the Council for donation toward the purchase of equipment was ordered filed. In a letter to the Council, the City Attorney again expressed himself as being satis— fied, as to the legality and desirability of transferring to the General Fund any balance in a bond fund after the purpose for which the bonds were voted and issued had been performed. He explained further that it made no difference in the tax rate whether the money was kept in the Bond Fund cur in the General Fund. The letter was ordered filed. The City Manager called attention to the condition of the foot bridge over the creek between the Southern Pacific Company's property and the end of James Street and asked the attitude of the Council toward repairing the bridge. On motion of Councilman Lambert, seconded by Councilman McCarthy, the City Manager was instructed to prevent the use.of the bridge by the public, temporarily, until the question of repairing the bridge could be taken up with the Southern Pacific Company. The City Manager also filed a communication with the Council concerning the experience of the City with the Seagrave fire truck which was taken out of the city limits up to Emerald Lake No. 1 and there, after operating for a short time, went out of commission and had to be taken to the machine shop. He stated that the equipment was out of service for approximately twelve days and the cost of repairs would be something; like $425.00. After considerable discussion on the question of the fire trucks responding to alarms outside the city limits, his communication was ordered filed, on motion of Councilman McCarthy, seconded by Councilman Hildebrant. The City Manager in a detailed communication to the Council reviewed the circumstances attendisig'the bids for the reconstruction of the Redwood City sign on the Highway and listed the bidders. He explained that he and the City Engineer had made con— siderable study of the different specifications submitted and that they were of the opinion the choice should be the QRS Neon Corp., Ltd. and he, therefore, recommended that the contract for this reconstruction and maintenance of the Redwood City sign be awarded to the QRS Neon Corp., Ltd. for the price of $1,000 with maintenance at $15.00 a month. Representatives of other firms were present and spoke on the question. From the general discussion, it appeared advisable to follow the recommendation of the City Manager and, on motion of Councilman McCarthy, seconded by Councilman Hildebrant, the contract was awarded to that firm.
