442 v v � Z.eo IL connection c�ith the discussion concerning the delinquent 1915 Act assessments, the City Attorney proposed that the City Collector be permitted to accept all "�l n delinquent payments of principal and interest for street improvement assessments, �w y waiving all penalties but charging interest at 7% on all money advanced by the LIQ, City, the privilege of paying such assessments under this ruling being revocable py, at any time at the pleasure of the Council. (Take up first meeting in March) Carl Wapner, for the Committee for the County Charter, appeared before the Council to ask a contribution of $50.00 per month for not more than six months to provide the necessary clerical help, supplies and :miscellaneous expenses for the committee which is working up the necessary data. Upon motion of Councilman Me— Cartby, seconded by Councilman Dusel, his request was granted and the necessary appropriation ordered. The matter of the yacht club and the sportsmen's club using the harbor clubhouse came up for considerable discussion. Representatives of the yacht club and the sportsmen's club explained the situation and the latter club offered to pay a rental of $25.00 a month but stated the club could not stand the expense of a watchman. It was finally decided to take no action presently so far as cancelling the lease with the yacht club but that the City Manager together with representatives of the clubs work out an arrangement whereby a rental of $25.00 a month would be paid by the club with the understanding that $40.00 a month would be contributed by the City toward the expense of a keeper to be employed by the club and approved by the Council. The City Treasurer brought to the attention of the Council the condition of the defaulted 1915 Act bonds; that there was outstanding $29,250 of these bonds; and asked whether or not there was any intention of making an effort to retire these bonds within a few months. He also stated that he expected the delinquency next July to amount to t30,000 at least. The discussion which followed brought out that according to judicial interpretation these bonds are not a legal obligation of the City and the question arose as to whether or not the City should assume the moral obligation to meet the payments. It was decided to take no action at present and the Treasurer was instructed, on motnon of Councilman McCarthy, seconded by Councilman Lambert, to use whatever funds were available for the purpose for the payment of interest only until further notice. Upon the report of the City Engineer that the County had appropriated $3,000 for the work along the Woodside Road, he was instructed, on motion of Councilman Dusel, seconded by Councilman McNulty, to procayd with this work as soon as expedient.
