<br />cussion advocating it. Such an ordinance was introduced on motion of Councilman Fletcher,
<br />seconded by Councilman Eva, with Councilman McCarthy withholding his vote.
<br />Councilman McCarthy, seconded by Councilman Christensen, moved that Borden's Dairy Delivery,
<br />Millbrae Dairy and Golden State concerns be notified of the intention to pass the ordinance,
<br />but the motion was lost.
<br />In connection with the decision concerning the water situation, the Clerk read a letter from
<br />C. S. Grandi, Secretary of the Italian American Progressive Club, asking that the Council
<br />favor the use of 100% Hetch—Hetchy water. The letter was ordered filed. The Clerk also
<br />read a letter from S. H. Frank & Company indicating that the City Officials were best able
<br />to decide which plan to use. George A. Merrill, former Councilman, explained his views
<br />concerning the water mixture. N. L. Meussdorffer, also, spoke at some length as did several
<br />others. The City Manager and City Engineer filed a report setting forth _the advantages and
<br />disadvantages of the three proposals. Out of approximately 2,900 cards mailed, 1,262 had
<br />been received back. These did not show any great difference as to choice; as the following
<br />discloses. _For the first plan to use 100% Hetch—Hetchy water, 534; for the second, 50$
<br />mixture, 357; for the third, to continue the present arrangement, 371. After considerable
<br />discussion by Councilmen and citizens, Councilman Fletcher moved that the Council approve
<br />for a working schedule proposition No. 1, 100% Hetch—Hetcl;y water. His motion was seconded
<br />by Councilman Eva, but lost on a 4 to 3 vote. Following this vote, Councilman McCarthy
<br />proposed that the Council adopt Proposition No. 2 and proceed on that basis. His motion
<br />was seconded by Councilman Jones and carried by a 4 to 3 vote.
<br />To get work on the transmission pipe line started at once, Councilman McCarthy, seconded by
<br />Councilman Jones, moved that the City Manager and City Engineer be authorized to ask for
<br />bids on pipe and any other material necessary to constrict a 10 inch cast iron pipe line on
<br />Chestnut Street, from Middlefield Road to E1 Camino Real, across E1 Camino Real to Roosevelt
<br />Avenue, along Roosevelt Avenue to Adams Street, along Adams Street to Vera Avenue and along
<br />Vera Avenue to Topaz Street. Also, a 12 inch cast iron pipe line from Brewster Avenue along
<br />Alameda de las Pulgae and 12 inch pipe line along Vera Avenue to Carson Reservoir, which
<br />would put into effect the plan of 50% mixture with the Hetch—Hetclzr water. Motion carried.
<br />The Ordinance amending Gas Appliance Ordinance No. 346 and setting up license fee, was laid
<br />over until the first meeting in February.
<br />Affidavit of publication of Ordinance, which would call for the evaluation of the property, fran—
<br />chises, etc. of the Pacific Gas and Electric Company, was submitted and ordered filed.
<br />Councilman Jones, seconded by Councilman McCartby, proposed the adoption of the ordinance.
<br />At this point, Councilman McCarthy requested notation in the minutes that on Sunday,
<br />January 6, an informal meeting of the Council was held at the office of Mayor Lambert, with
<br />all members of the Council present, to permit Mr. Paul M. Downing, Vice President and
<br />General Manager of the Pacific Gas & Electric Company, Mr. I. B. Adams, District Manager,
<br />and Mr. Parks, his assistant, to explain the reasons for that company's objection to the
<br />ordinance pending before the Council for a valuation by the Railroad Commission of the local
