85 <br />MINUTES OF REGULAR MEETING <br />REDNOOD CITY COUNCIL <br />JULY 16, 1931E <br />9:00 P.M. <br />jUpon roll call, the following Councilmen were present: Mayor, C. G. Lambert, L. C. Christensen, <br />J. M. Eva, E. A. Fletcher, P. A. McCartby, Geo. W. McNulty, City Clerk, B. E. Myers. <br />Absent: Councilman R. N. Jones. <br />The minutes of the previous meeting were approved on motion of Councilman McNulty, seconded by <br />Councilman Fletcher. <br />E. C. Stewart, of Stockton, with his Attorney Rutherford, appeared before the Council in regard <br />to the non-payment of 1915 Act Bonds and Interest, and insisted that something be done to <br />clear up the delinquent items, especially the interest in order to keep the bonds in good <br />standing. He was promised something would be done and the Treasurer was asked to ascertain <br />the amount of 1932 Bonds delinquent, the amount of interest delinquent to date, and the <br />amount of interest due to date on defaulted bonds. <br />Victor Doppee, local plumber, asked the Council if the discrimination against him in the payment <br />of his plumberts license could not be overcome. With his shop outside the city limits, he <br />had paid fifty dollars while the plumbers within the city had a rebate -of twenty-five dollars <br />on their licenses. On motion of -Councilman Fletcher, seconded by Councilman Eva, it was de- <br />cided to allow Mr. Doppee the same rebate on his license. <br />John Nelson Blood, speaking for the American Legion, told the Council that the American Legion <br />wanted to go on record as endorsing the idea of not reducing the salaries of the policemen <br />and firemen. <br />The City Manager filed a supplementary statement concerning a reduction in water rates and pro- <br />posed a slight change in the rates in a small outside area not included in the previous <br />proposal. His recommendation was approved on motion of Councilman McCarthy, seconded by <br />Councilman McNulty. <br />G. R. Kennedy, acting President of the Chamber of Commerce, addressed a letter to the Council, <br />asking a "stricter enforcement of the anti -handbill ordinance", and indicating that others <br />were circulating handbills almost at will in this community. The letter was referred to <br />the City Manager. <br />The Citizens' Advisory Board, by its Secretary, C. G. Uhlenberg, reported that a complete written <br />report on the consolidation of City Assessing and Tax Collecting with the county had been <br />submitted to the City Manager for his comments. Also, that the Citizens' Advisory Board had <br />passed a resolution disapproving the consolidation of the offices of City Manager, City <br />Engineer and Building Inspector and Health Officer. The communication was ordered filed. <br />After a second reading of Ordinance No. 349, regulating the hours of parking upon a portion of <br />Perry Street and the filing of affidavit of publication, it was formally adopted on motion <br />of Councilman McCarthy, seconded.by Councilman Eva. <br />Following the adoption of Ordinance No. 349, Councilman McNulty, seconded by Councilman Eva, <br />proposed an ordinance (No. 350)prohibiting parking on the northeasterly one-half of Perry <br />Street. <br />
