On <br />February 21, 1939, he made final payment. Please confirm the above <br />authorization?" <br />Authorization was given on motion of Councilman Jones, seconded by Councilman McCarthy. <br />William D. MacDonald, 23 Clinton Street, Redwood City, in a letter to the Council, offered <br />to pay $700 cash for Lots 23 and 24, Block .7, Central Park No. 2, and on motion of <br />Councilman Jones, seconded by Councilman Fletcher, the offer was accepted and the <br />city attorney was ordered to prepare the necessary deed. <br />Rev. W. J. Owen of the Methodist Church, representing the Redwood City Ministerial Asso- <br />ciation, asked the Council to permit the holding of the yearly Sunrise Easter Services <br />at the Emerald Lake Bowl. On motion of Councilman McCarthy, seconded by Councilman <br />Fletcher, permission was given with instructions to the Mayor to appoint a. committee <br />to cooperate with the Ministerial Association. <br />Mr. R. W. Perkins of 464 Clinton Street, requested that his Assessment No. 44 for $1,173.46 <br />for work done on Quartz Street and Avenue del Ora be, charged to 6 parcels, being <br />portions of Lot 5, Eagle Rill Villa Tract, instead of the entire sum being charged <br />against the entire lot in one piece. The City Attorney reported that this could not <br />be done and, therefore, on motion of Councilman McCarthy, seconded by Councilman Jones, <br />it was decided to derby the request. <br />Wayne Millington, representing the Recreation Advisory Committee, submitted the written <br />endorsements of various institutions of Redwood City in favor of a recreation center. <br />Several of the councilmen voiced opinions in regard to the desirability of this com- <br />mittee being formed into a commission similar to the Planning Commission or the Port <br />Commission --some thinking this desirable and others feeling that if the group were <br />an advisory board, it would be sufficient. However, the City Attorney was asked to <br />draw up a resolution creating an organization for this group, said resolution to be <br />ready by the next meeting. In this same connection, while there was some discussion <br />about a site for a recreational center, no decision was made. <br />On motion of Councilman Fletcher, seconded by Councilman Jones, Ordinance No. 422 amending <br />Ordinance 307 regarding public pound was unanimously adopted. <br />Councilman McCarthy spoke about a complaint arising because of the disturbance created by <br />a great number of pigeons at 902 Brewster. The matter was referred to the City <br />Manager to try to work out the situation. <br />Councilman Anderson reported about the meeting between the committee from the Council and <br />the Emerald Lake group and their consideration of the water rates for Emerald Lake <br />District. On motion of Councilman McCarthy, seconded by Councilman Hohn, the report <br />was accepted with approval. <br />The City Attorney reported about the building at 331 Heller and reported that it would be <br />taken down. <br />�9 <br />0 <br />
