270 <br />A <br />that the City grant a franchise of indeterminate terms subject to cancel- <br />lation only upon failure to provide and maintain proper service, and the <br />City make no charge for such franchise for the first two years of operation, <br />but thereafter to receive two per cent of the gross revenue, payable monthly. <br />On motion of Councilman, Fletcher, seconded by Councilman Werder and carried <br />by unanimous vote of Councilmen present, the City Attorney was directed to <br />prepare the franchise and agreement required in connection with this matter. <br />The proposed ordinance regulating the keeping of goats, chickens, etc., was <br />ordered placed on the agenda for the next meeting. <br />Permit to conduct a used car lot on the northeast corner of E1 Camino Real and <br />Montgomery,Street was granted to Clarkson Motor Company, on,motion of <br />Councilman Werder, seconded by Councilman McNulty and carried. <br />The application of Cuddy Motor Company to conduct a used car lot at 330 E1 Camino <br />Real was, on motion of Councilman Werder, seconded by Councilman Fletcher, <br />ordered held over to the next meeting. <br />On motion of Councilman Fletcher, seconded by Councilman Werder, the applications <br />of Mr. and Mrs. Sam Leonard'to conduct a restaurant and pool room at 2303 <br />E1 Camino Real were granted, subject, however, to the Health Department's <br />approval of the restaurant application. Motion carried. <br />Councilman Granger, seconded by Councilman McNulty, proposed the adoption of the <br />following resolution: <br />DETERMINING THAT THE PUBLIC INTEREST AND NECESSITY DEMAND THE ACQUISITION, <br />CONSTRUCTION AND COMPLETION OF THE FOLLOWING"AUNICIPAL IMPROVEMENTS OF THE <br />CITY,OF REDWOOD CITY, TO WIT: (1) IMPROVEMENT OF THE PORT, (2) NEW RECREA= <br />TIONAL FACILITIES, AND (3) IMPROVEMENT OF EXISTING RECREATIONAL FACILITIES, <br />THE,COST OF EACH OF WHICH MUNICIPAL IMPROVEMENTS IS AND WILL BE TOO GREAT <br />TO BE PAID OUT OF THE ORDINARY ANNUAL INCOME AND REVENUE OF SAID CITY OF <br />REDWOOD CITY. <br />------ - - - - - - - - - - - - - - <br />"BE IT RESOLVED by the Council of the City of Redwood City, as <br />follows: <br />1. - That the public interest and necessity demand the acquisition, <br />construction and completion of the following municipal improvements, and <br />each of them, to wit:' <br />(a) Improvement of the Port of Redwood City, including wharves, <br />docks, warehouses, transit sheds, extensions and additions thereto, dredg- <br />ing, turning basin and waterfront improvements, spur tracks and railroad <br />facilities, streets, roadways and approaches to the harbor, mechanical <br />cargo handling appliances, and such works, structures or properties as may <br />be necessary or convenient for the accommodation of shipping by rail and <br />water and facilitating the commerce of the Port of Redwood City; <br />(b) New and additional park, playground and recreational facilities, <br />including land, landscaping, park, playground and recreational equipment <br />and apparatus, and all other works, properties and structures necessary or <br />convenient for new and additional public park, playground and recreational <br />facilities of the City of Redwood City; and <br />(c) Improvement of existing recreational and playground facilities, <br />
