Letter was received from City Manager Dimmitt stating -it -had been suggested that office hours in.the City Hall be changed. From 5:30 a.m. until 4;30 p.m. week days and from 9:00 a.m. till 12:00 noon Saturdays to enable the employees to reach home before dark during the winter months and during the present emergency, and on motion of Councilman Christensen, seconded by Councilman McNulty, and carried, it was ordered that said hereinbefore mentioned hours be put into effect beginn;ing Monday, De- cember 22, 194.1. Letter was received from the Redwood City Library Board requesting the,com- mitteeof the Council consisting of Councilmen Christensen and Granger to meet with the committee of the Library Board .to discuss the adminis- tration of the Schaberg fund. Said letter was ordered .filed and referred to the committee of the Council on said fund. Letter was received from the California Peninsula Section of the National Council of Jewish Women with reference to defense matters which was ordered filed. Letter was received from the Redwood City Commuters' Club offering the services of said club and its members in such capacity as theywill best serve the interests of the community,, which was ordered filed. Y Letter was received from the Adjutant General's office of the State of 4 California relative to the allocation of California State Guards and was ordered filed. The following resolution was offered by Councilman Werder, seconded by Council- man McNulty, was unanimously passed on roll call vote: "WHEREAS, the United States of America is now engaged in an all- out war against Japan, Germany, Italy and their allied nations, but not against loyal and patriotic citizens whose antecendents came from those countries; and ., - WHEREAS, our Government guarantees safeguards of law to all racial groups, the very foundation of American liberty being tolerance for all races and creeds as long as they are loyal to this�nation;'and WHEREAS, many members of these racial groups are serving this country as loyally as possible by such means as purchasing defense bonds, growing or manufacturing products vitally need& for defense of this nation, or joining the United States' armed forces; and WHEREAS, our duly constituted authorities have demonstrated their ability to cope with the problem .of disloyal residents and suspected fifth columnists; and WHEREAS, many members of these racial groups, partiauI:arly those of Japanese descent, who are citizens of the United States find them- selves identified through no fault of their own with the enemies of this country because of physical racial characteristics; and 41`1, 0
