This <br />agreement to be effective as of November 1, 194-3. <br />Mr. Harry Encell, Mr. Martin's attorney, stated that Mr. Armstrong's report <br />it <br />IIis correct in every detail and in accordance with their•decision at the committee's <br />�!) meeting. However, he desired to offer a definite commitment for payment of $50.0) <br />per month for 35 months and a final payment of all interest and balance due for <br />{� the 36th payment. Councilman Armstrong stated that, insofar as he personally <br />was concerned, he would prefer that the monthly payment,o£ $50.00 be used first <br />to pay interest due and the remainder to be applied .against the principal. City <br />Attorney McCarthy and City Manager Head concurred in this suggestion. <br />{ <br />Councilman Armstrong offered .for adoption resolution authorizing acceptance <br />f <br />of the proposition, first payment to be made on.November 20,,194-3, and subsequent <br />payments -to be made on%the 20th of each month thereafter. This motion was sec- <br />onded by Councilman McNulty and carried on roll call. Councilmen Anderson and <br />Hilton noted absent. <br />Matter of abatement proceedings against Olive Koemple, 4.29 Howland Avenue,_ was dis- <br />n y - <br />dussed, Health Inspector Hodges advising that the County Health abatement notices <br />I' E <br />{ declaring the premises unfit for human or animal habitation hhd.been posted. <br />Attorney Wayne Millington representing Mrs. Koemple appeared before the Council <br />advising that he had had insufficient time to check into this matter and request <br />Ing that the abatement proceedings be held over for two wbeks to allow him time <br />v ti ate. 0n motion of Councilman McNulty, secbnded by Councilman Flet- <br />, to in es g Y, J <br />cher, this continuance was allowed and the clerk was instructed to place the <br />i, <br />matter on the agenda for the next meeting. <br />z Health Inspector Hodges in reporting on the conditions at the Garden City Products Co. <br />stated that he had inspected the premises and had found no offensive odors pre- <br />sent.. City Manager Mead also.advised.that a dust collector -had been connected <br />which should eliminate..dust nuisances reported a,few weeks -ago. Clerk was in- <br />structed to write a,letter to the complainant advising her that her complaint <br />, <br />r <br />was being taken care of. <br />-r <br />Report from Health Department on their recommendation regarding C.- L.• Fisherls re- <br />quest for permit to raise turkeys on a tiro -acre tract in the Friend Industrial <br />y area will be submitted at the next meeting. Agenda. <br />x Councilman Fletcher offered resolution authorizing acceptance of Federal Grant in <br />amount 05,963.00 to be used for recreational facilities in this- area, seconded <br />7 by Councilman -Armstrong and carried on roll call. <br />:i <br />' Mayor Granger brought up the matter of planning for a future war memorial in the <br />§� shape of community building or auditorium to be built in Redwood City to accomo- <br />date the veterans of the past and.present war. Mr. Granger stated -that steps <br />should be taken at this time to commence plans for such a war memorial building <br />in order that we might be in a position to take advantage of any opportunity <br />that might be available,for financial aid either from the County dr from the <br />Federal Agency suggesting that a committee be appointed to work out ideas and <br />
