City Attorney stated further that notice of <br />x abatement was posted on the premises and a copy mailed to Mrs. Koemple, also to <br />�f i <br />' the owner, residing in Napa, of an adjacent lot on which Mrs. Koemple had lo— <br />cated some of the structures. In addition to this, Mrs. Koemple was using part <br />i' of a lot owned by the City of Redwood City, <br />City Manager Mead submitted a map drawn to scale showing the three lots in <br />a i question"and also showing the portion of the three lots occupied by Mrs. Koemple. <br />(' City Attorney offered the pictures and map to the Council a$ evidence. <br />•'��i Mr..Fiekeisen further testified that the premises were unfit for human <br />i habitation,` and°that toilet facilities •were not <br />functioning. In.answer to Councilman Armstrongle question as to whether it <br />would be possible to clean up the premises to make them fit for human habitation, <br />Mr. Fiekeisen testified that in his opinion such action would be impossible. <br />City Attorney asked if Mrs. Koemple, with the help of labor, removed boxes and. <br />crates, cleaned up fecal matter, etc., would he reconsider. Mr. Fiekeisen stated <br />he would not change his opinion under such circumstances. <br />City Attorney next administered oath to Dr. Charles C. Gans, who testified <br />as follows: r <br />Q. Dr. Galles did you visit -the property at 429 Howland Avenue on September 29, <br />1943s with Mr. Fiekeisen? <br />A. Yes, <br />I' Q. Did you go through the premises? <br />` F '.A.-- Yes.. <br />Q. 'Would you say that Mr. Fickeisents report is a true statement of the facts? <br />A. Yes, <br />Q. Will you please state conditions as you found them? <br />..f A. The property was in a dilapidated condition. I have been inspecting sanitary <br />conditions fora long time. Was at one time located in the coal mine <br />districts of Pennsylvania where chickens are kept in the attic and cowls in <br />_ the basement, but the property at 429 Howland was in the most deplorable condi- <br />-tion I have ever seen. <br />Q. What is your opinion as to the condition of the animals? <br />A. TDey Were emaciated, diseased and in general bad condition. I recommended <br />that a licensed veterinarian be called in to pass on their condition. <br />Q: What did you notice from your observation? <br />A. One goat with diseased udders, one goat with crippled legs, several dogs <br />blind.. The animals and .fowl appeared to have been fed on unfit food, and in <br />my opinion would be unfit for human consumption. <br />Dr. Gans testified further that the premises were a menace to health. In <br />, <br />answer to City Attorney's question about odors he testified there was a pre— <br />velant ammonia odor from urine and feces mixed with decayed garbage. He had <br />r <br />} trouble going through the house, wading through manure, falling over furniture <br />. h <br />and rubbish piled up all over the premises. <br />I <br />r City Attorney McCarthy next swore James Snider who gave the following <br />t testimony: <br />Q. Are you an officer in the Redwood City Police Department? <br />A. Yes. <br />Q. Did you visit the premises at'429 Howland on Sept. 29, 1943? <br />A. Yes. <br />Q. Did you make an inventory of the animals and fowl on the prem sea? <br />f A. Yes, <br />Q. What was the inventory? <br />s A. 6 goats, 13 dogs, 6.cats, 30 ducks, 91 chickens, 2 guinea hens. <br />t Q. Did you notice anything in particular regarding the condition of the <br />�. animals and fowl? <br />A. Yes. 1 goat.with crippled legs, one with diseased udder,'ls'soveral dogs were <br />blind. Chickens were in emaciated condition. <br />Q. Were the animals and fowl running all over the premises? <br />A. Yes. <br />Q. Did you go through the premises? <br />A. Yes, <br />Q. Where was Mrs. Koemple's bed? <br />11 0 A., In a shed room.annex to the garage., <br />Q. Did you notices strong odors from urine and fecal matter? <br />A. Yes, <br />Q. Did any of the neighbors complain of the odor? <br />A. While there several neighbors came to see what was going on and some of them <br />remarked they were glad something was being done to clean up the place. <br />Q. Did you observe any rats or mice? <br />
