0 <br />A. I saw rats around the hay and several mice in the house. <br />Q. Did Mrs. Koemple use her car with the back seat out to haul garbage? <br />A. .Yes. She hauled garbage, old vegetables, fruit and potatoes in her,car. <br />City Attorney asked Fire Chief Ryan if the premises presented a fire <br />-hazard. Mr. Ryan ;stated definitely yes, and ,that he concurred heartily with <br />all the statements that had been made. <br />City Attorney McCarthy then stated he had prepared resolution directing <br />owner to abate the nuisance within 30 days upon the showing of evidence and <br />testimony. <br />Mr..Fickeisen stated that in order to make premises sanitary,, the ground <br />must be scraped and cleareld.. City Attorney McCarthy stated he.would add this <br />to the resolution as well as make same read "buildings" instead of building. <br />Resolution was then offered by Councilman Armstrong, seconded by Councilman <br />Britschgi. <br />j , <br />Under the question, Councilman Hilton asked if owner would be allowed to <br />enter, premises to-remov.e personal effects. City Attorney replied that she was <br />given 30 .days to abate the nuisance and that she had.constitutional rights to <br />sanitize the premises if she can do so. She must be given the right to remove <br />any of her effects providing they are sanitajyji <br />City Manager Mead "ked whether Health Department notice prohibits her <br />from entering the premises except when accompanied by 'a policeman... City - <br />Attorney McCarthy was of the opinion she could take out anything the Health <br />Department would permit her to take, stating further there were some things of <br />value on the p remises such as rugs, personal papers, etc. ; t <br />Attorney Wayne Millington then stated he desired to get permission of the <br />Council for, his client to enter the premises at 1000 a.m., November 2nd, with <br />the purpose of cleaning out the place. In reply to -Councilman Britschgi!s <br />question as'to what he meant by saying "cleaning.out the place",.Mr. Millington <br />stated she wished to commence abatement of the muisance. <br />Attorney Millington mentioned that the matter of disposing of the animals <br />r <br />and fowl would be brought up later. City Attorney McCarthy stated that Mr. Meat? <br />had called in a licensed veterinarian, Dr. Gilmore of San Mateo, who inspected <br />all animals and fowl. The examination disclosed same were full of filth, lice, <br />disease with evidence of rickets, the goats -showing signs of Undulent fever. <br />The Doctor recommended disposing of the goats, cats, chickens, ducks, guinea <br />hens, and the blind dogs. <br />Result of roll call showed all .Councilmen voting Yes. <br />Attorney Millington repeated his request.that Mrs. Keomple be•allowed to <br />begin at 10:00 a.m. to clean up the premises. Councilman Armstrong moved, <br />seconded by Councilman_Britschgi, that, upon a reasonable and proper application, <br />she be allowed to enter the premises at a reasonable hour to attempt to abate <br />the nuisance, Motion carried. <br />Health Inspector Hodge reported on inspection of the Cal Bunyard property at Woodside <br />Road and Gordon Street,'stating that in his opinion the property rias ideal for <br />an auto court being piped for water, good drainage and sewage facilities,. would <br />provide for individual trailer connections and individual garbage service. <br />
