E'er <br />M1 <br />C <br />On motion of Councilman Britschgi, seconded by Councilman McNulty, this <br />communication referred to the War Council. <br />Communication received from Clerk of the Board of Supervisors of the City and County <br />of San Francisco attaching,a copy of their curfew ordinance requesting co- <br />operation of the city. On motion of Councilman Britschgi, seconded by Council- <br />man McNulty, Clerk was instructed to mail a copy of our curfew ordinance to <br />the Clerk of the board. <br />Communication received from L. A. Johnson, president of the National Motor Bearing Co,.. <br />Inc., protesting the establishment of a fertilizer concern on the'Bayshore ' <br />Highway south of the location of their plant. <br />Mr. H. M. Carscallen of the Red Feather Products Co. appeared before .the u.. <br />Council also protesting that in his opinion it would constitute a health menace <br />to the employees of his industry. Mr. Carscallen also commented on the fact <br />that. there was at the present time a fertilizer business located a short <br />distance from his plant which was causing a bad condition from flies and odors <br />which were a menace to health conditions. <br />Councilman Fletcher moved, seconded by Councilman McNulty that permit <br />,granted Mr. F. Fontana at the meeting of November 1st, be recinded. Under the <br />question, Counciiman Britschgi questioned whether or not recinding this permit <br />would clear the condition of the fertilizer plant already located in the area. <br />r <br />Clerk was directed to request the Health Department to check into this matter <br />and report back at the next -meeting, <br />Mrs. Cecil Wampler appeared on behalf of her son, owner of Lot 7, adjacent <br />to the proposed fertilizer location, protesting the establishment of this I <br />business. A Mrs. Melnik, owner of cottage adjacent to the proposed business, <br />also offered her protests. <br />Councilman Anderson and Armstrong stated they would vote no as they were <br />of the opinion that Mr. Fontana should be allowed to appear at the next meeting <br />for a hearing before the permit was recinded. Councilman Fletcher withdrew <br />his original motion, Councilman McNulty withdrawing his second to same. <br />Councilman Anderson moved, seconded by Councilman.Hilton, that Mr. Fontana be <br />asked to appear at the next regular meeting of December 6th to show cause, if <br />any, why his permit should not be revoked and Clerk was directed to notify Mr. <br />Fontana of this action requesting that no further steps be taken toward the <br />. Y <br />establishment of the business until this hearing., - <br />Mr. A.T. Thibadeau, representing Weltner Motor Co., appeared before the Council in <br />regard to application for .a permit to operate a used car display and sales lot <br />on E1 Camino Real adjoining their sales, and service buidling located at 901 ! <br />El Camino Real. Councilman Anderson moved, seconded by Councilman Armstrong that, <br />the matter be held over until the next meeting and the clerk was directed to <br />l.. <br />notify adjoining property owners to give them an opportunity to appear if <br />interested. <br />;City Attorney McCarthy reported on the matter of the Olive Keomple abatment proceed- <br />ings stating that Mrs. Koempel was denied her application to restrain City <br />Y n s <br />of-ficials from entering the property.
