Motion <br />carried unanimously. <br />City Manager Mead submitted the following communication which was read by the Clerk: <br />"The City,Council has taken a forward step in setting up <br />a post-war program for municipal improvements by approving a <br />list of projects which 'I, submitted to them some months ago., <br />They have designated the tentative priorities and appropriated <br />$25,000 in this year's budget toward the ultimate.completion <br />of this program. <br />y i <br />'The problem of development, however, is both governmental <br />and industrial, therefore, there .must be close cooperation be- ' <br />tween city officials and industrial and business leaders. Each <br />group has itsown planning responsibility and the City should <br />take the initiative. <br />"I would like to recommend at this time that the Council <br />appoint an industrial planning committee to work with other <br />groups and coordinate these programs, that involve the community, <br />under the direction.of the Council," <br />Mr. Mead explained further his°reasons for recommending the appointment of <br />an Industrial Committee from the Council. Mr. Ferris Miles addressed the Counci: <br />stating that the Manufacturers Committee of the Chamber of Commerce would go <br />along with the Council Committee., pledging their whole -hearted co-operation. <br />` Mr. Miles explained the Chamber was prepared to make any necessary research and <br />study of any problem which might present itself. <br />After considerable discussion, Councilman Fletcher moved, 'seconded by <br />Councilman Anderson, that the Mayor appoint a committee consisting of three <br />members of the Council to be known as the Industrial Planning Committee, City <br />Manager Mead and City Attorney McCarthy to be ex -officio members. Motion Carrie! <br />1 <br />unanimously. <br />After discussion regarding permits issued to outside organizations to conduct dances <br />in the City, Councilman Anderson moved, seconded by Councilman Armstrong$ that <br />permit be granted the Peninsula Lodge #320, Elks Lodge, Colored, of Palo Alto, <br />for the night of December 9th, subject to the usual fee. Motion carried. <br />Application was received from Joseph T. Brandon,, 310 Arguello. Street, to operate a <br />restaurant at that location. Permit was granted on motion of Councilman Fletcher <br />seconded by Councilman Anderson, subject to inspection of the Health Department. <br />Permit to conduct Bazaar and Food Sale at:819 Main Street, December 3rd and 4th was <br />granted to the Veterans of Foreign Wars Auxiliary on motion of Councilman <br />Anderson, seconded by Councilman Fletcher, <br />Councilman Armstrong commented on the Council devoting much of its time to passing on <br />various applications for permits, suggesting the possibility that a license <br />department or commission handle such matters. Councilman Armstrong moved; <br />seconded by Councilman Fletcher, that the City Manager through' the City Attorney, <br />r <br />study the matter and report ba k to the Council the advisability of. an ordinance <br />making this change possible. Motion carried. <br />Communication from Redwood City Post #1051 American Legion, commending the Council f <br />its interest in a Veterans Memorial ordered filed. <br />City Clerk read a communication from Travlers Insurance Co. advising that it was now <br />possible for the City to pay one-half the premium on its group. policy, was re- <br />ferred to the Insurance Committee,, Councilmen Anderson and Fletcher, for their <br />�r <br />,F <br />F <br />a <br />
