recommendations on motion of Councilman Britschgi, seconded by Councilman <br />Armstrong, <br />City Attorney McCarthy advised State law had been changed.authorizing reduction in <br />penalties from 8 to 6dfo on first installment of taxes.advising that the County, <br />also the City of Palo Alto, had adopted the new rate. On motion of Councilman <br />Fletcher, seconded by Councilman McNulty, City Manager Mead was directed to <br />contact the City Attorney and arrange for the reduction in rate -for the next <br />fiscal year. Motion carried unanimously. <br />Mayor Granger offered for consideration, the hiring of a woman welfare officer to <br />release a present police officer to other duties, this idea being prompted by <br />the difficulty )in replacing policemen entering the services. It was brought <br />out in the discussion that Palo Alto had such a woman officer who was apparent_y <br />working out very satisfactory. On motion of Councilman Hilton, seconded by <br />Councilman McNulty, City Manager Mead was directed to check into this matter <br />and report back at the next meeting. <br />Councilman Hilton stated he had been approached by a Red Cross Woman asking for <br />aid from,the City in decorating the U. S. 0. Building such as installing <br />linoleum, painting kitchen, etc. City Manager Mead was directed to investigate <br />and do whatever is necessary within reason. <br />a <br />Mayor Granger read a resolution authorizing.adjournment of the meeting in memory of <br />James J. Gallagher, a former service man who passed away on May 30,• 19.2. <br />Councilman Fletcher offered the resolution, seconded by Councilman McNulty, <br />carried unanimously on roll call. <br />B <br />R. Anderson, C. C. <br />Armstrong, C. A. Britschgi, E. A. Fletcher, W. W. Hilton, G. W. McNulty, <br />Mayor F. D. Granger and City Clerk R. S. Dodge. Also present were: City- <br />Manager <br />ityManager R. W. Mead, City Attorney Paul A. McCarthy, Building Inspector L. M. <br />Duncan, Police Chief C. L. Collins, Fire Chief M. E. Ryan, City Collector <br />N. L. Miramontes, Street Superintendent H. L. Winter and Health Inspector <br />Royal Hodge. <br />Minutes of the regular meeting of November 15th and the special meeting November 29th <br />were approved as mailed on motion of Councilman McNulty, seconded by Council- <br />man Fletcher. <br />Application for dance permit for dances to be held December 8th and 15th at Foresters <br />u Hall was received from Eldon Algeo, license fee having been paid.
