Motion carried unanimously. <br />City Attorney McCarthy reported on manner of changing parking'limits•and presented <br />a copy of proposed ordinance to each member of the Council. <br />Councilman Anderson offered introduction of parking ordinance, seconded by <br />Councilman Fletcher. Motion carried unanimously. <br />City Attorney McCarthy reported on ordinance covering building restrictions. <br />Councilman Armstrong was'of the opinion that the Council should abide by its <br />ordinance as it now stands. Councilman Britschgi suggested the report be filed. <br />Mayor Granger brought up the matter of appointing an industrial committee and state -1 <br />he wished to place Councilman Hilton, Anderson and Britschgi on this committee <br />with City Manager'Mead.1-and City Attorney McCarthy acting in an advisory <br />a capacity. It was moved by Councilman McNulty, seconded by Councilman Armstront, <br />that the above named men be appointed to serve as the industrial committee. <br />-Motion carried.unanimously. <br />It was moved by Councilman Anderson, seconded by Councilman Fletcher, that affidavit, <br />of publication of, ordinance creating post-war capital projects fund be filed. <br />Motion carried'unanimously. <br />Councilman Armstrong,, seconded by Councilman McNulty, moved adoption of ordinance <br />creating post-war capital prgjects fund. On call of roll, motion passed <br />unanimously. <br />City Manager Mead reported.on matter of creating a department to issue permits. <br />He stated the only restrictions he could find were in the issuing of dance <br />permits and referred to Crdinance�243, passed in 1924, stating it would re- <br />quire a change of ordinance so that a department could issue dance permits. <br />Discussion followed,'Councilman Anderson stating that at the time the ordinance: <br />was passed the Council considered such a restriction necessary. Councilman <br />Armstrong contended it was a matter for the police department, stating it was <br />foolish for anyone requesting a dance permit to have to appear before the <br />Council. ,Discussion followed as to whether or not it would be necessary to <br />repeal section of dance ordinance. Councilman Anderson moved, seconded by, <br />Councilman Armstrong, that City Manager Mead collaborate with City Attorney <br />McCarthy to prepare and submit at next meeting w ordinance setting up conditi<ns <br />whereby permits could be issued. Under the question, Mayor Granger suggested <br />In fairness to the City Collector that she should have someone's approval be- <br />fore -permit is issued. It was suggested the Police Department give approval. <br />Motion carried unanimously. <br />City Attorney McCarthy;presented outline of plan approved by Recreation Commission <br />for acquiring of property. City. Manager Mead asked if this outline was not in <br />line with Council's ideas. Discussion followed regarding trading -of property <br />owned by City for tax delinquent lots. Councilman Anderson, seconded by <br />Councilman Fletcher, -moved City Manager Mead be authorized to proceed as out- <br />lined in City Attorney's report., Motion carried unanimously. <br />Councilman Bri'tschgi brought up the fact that traffic moves too fast within the <br />limits of the City.
