C' <br />0 <br />p <br />t <br />City Attorney McCarthy, as a member of the Planning Commission, amplified this <br />letter stating that two proposed ordinance changes had been brought before the <br />Commission, one prepared by Attorney 0, F. Nuckolls and one prepared by Mr. <br />.McCarthy. Commissioner Ronald L. Campbell stated at the Commission meeting <br />that he believed a better amendment,could be drawn and a committee was.appointed <br />to draft one.. The matter had to be put over until this amendment could be <br />offered to.the Commission. The Commission is endeavoring to change the zoning <br />ordinance so that it would be possible to build multiple buildings in,.only part <br />of the second residential zone or else change the second residential zone. He <br />stated this was a difficult task and hoped that at the next meeting of the <br />Planning Commission the amendment would have been.approved. <br />Mr. Martin Flynn asked to be heard in the matter. He stated that he had appearee., <br />before both the Planning Commission and the City Council and had paid to have a <br />notice published in regard to the rezoning of his particular lot. He believed <br />that his property should be removed from the fire zone and then if the second <br />residential zone is to be changed he will have the right at that time to oppose <br />the change or be in accordance with it. He believed that the change in the <br />second residential zone had nothing to do with taking his property out of the <br />fire zone and asked that the Council act at this meeting. <br />Councilman Armstrong asked City Attorney McCarthy if, regardless of the outcome <br />of any classification of the second residential zone, it would affect the. <br />-advertising of the ordinance. Mr. McCarthy answered that if it were continued <br />over frommeeting to meeting it would not affect the advertising. Under the <br />circumstances, Councilman Armstrong moved, seconded by Councilman Britabhgi, <br />that the recommendation of the Planning Commission be followed and the matter - <br />placed on the agenda for the next meeting. Under the question, Councilman <br />McNulty asked if by laying this matter over to the next meeting it would affect <br />the publication of notice of 'hearing of ordinance to which=City Attorney McCarth,� <br />an'sWered that -it Wo"ald not,. 'Motion carried unanimously. - <br />4 <br />Affidavit of publication of parking limit ordinance was ordered filed on motion of <br />Councilman Armstrong, seconded by Councilman McNulty. <br />City <br />Attorney McCarthy explained the prupose of the parking limit ordinance." Council-, <br />man McNulty, seconded by Councilman Armstrong, moved adoption of ordinance. On <br />.,•roll <br />call, motion passed, Councilmen Anderson and Hilton absent. <br />City <br />Manager Mead reported on. the matter of q, woman welfare worker in the police <br />department.. He,stated that he had a job classification which he was going to <br />" <br />ask the City Clerk to 'read and also stated that he wanted the Council's reaction <br />before holding the examination. City Clerk Dodge read -the job classification. <br />Councilman Armstrong asked if the State Peronnel Board had drawn up the <br />classification to which City Manager Mead replied that he had told them what he <br />wanted and that they had drawn it up. He said he believed it was very complete <br />and very well done. Councilman Armstrong said he believed that the person -who <br />could fill the requirements would be very well qualified. Mayor Granger asked if <br />classification was to be referred to the Board of Review. City Manager Mead <br />said he believed it should go to them.
