He states <br />that there was a deed for four and one-quarter acres of land•at the -title com- <br />pany and that he had asked the Oity Attorney to prepare a resolution accepting <br />the deed. City Attorney McCarthy reported that he had prepared the resolution. <br />accepting the deed from Hollis Clarke for Lot 13, Wooster, Whitton and Mont- <br />gomery subdivision, containing 4.25 acres and explained that' accepting the deed <br />would involve payment of the price of the land. The City Clerk read resolution <br />accepting. deed. 'Councilman Fletcher offered adoption of resolution, seconded <br />i <br />by Councilman McNulty. Under the questionz Mayor Granger asked if the resole - <br />tion covers the price of the lot.. City Attorney McCarthy replied that the , <br />resolution does not usually show the amount. Councilman Fletcher amended his <br />motion to include the price of the lot, seconded by Councilman McNulty, On' <br />I <br />r <br />Ball Gf roll, motion adopting resolution passed unanimously. <br />City•Manager Mead reported that definite headway was being made on the <br />balance, of the, property and the matter was placed on the agenda for the next <br />meeting. <br />In regard to the ordinance regulating the issuance of permits, Councilman Hilton <br />said he .had received his copy only N few days ago and had not had the opportun- <br />ity to study it and moved that the matter be laid over to the'next meeting for <br />further consideration. Councilman Anderson was of the same opinion and seconds(i <br />the motion. <br />Under the question, Councilman McNulty said he believed there should be <br />someone otherrr than the City Collector and Chief of Police given power to issue <br />permit, his idea being that there should be three members of the committee in- <br />stead of two. He also stated he was not in favor of the ordinance as he felt <br />too much power was being taken assay from the -Council. <br />City Manager Mead said that if a question comes up as to whether or not <br />a permit should be granted the authority would revert to the City Manager for <br />recommendation. He felt that the ordinance should specifiy departments instead., <br />of department heads as being empowered to issue permits. He believed the ordi- <br />nance was too stringent as it was now written. Councilman.Flet cher said he be- <br />lieved City Mana ger Mead's suggest was a good one. <br />Motion carrying matter over to the next meeting of the Council and to be <br />h <br />places on the agenda was passed unanimously. <br />Affidavit of publication of ordinance controlling parking of bicycles was ordered <br />filed on motion of Councilman Pletcher, seconded by Councilman McNulty. �• <br />Councilman Britschgi, seconded, by Councilman Hilton, moved adoption of ordinance <br />controlling parking oT bicycles. Under the quest&on, Councilman Armstnong <br />asked if the emergency provision was contained in the ordinance. City Attor- <br />ney, McCarthy repbkoted that it was and that the ordinance would be in effect <br />immediately. City Manager Mead stated that 250 additional copies of the ordi- <br />nance had been printed and would be distributed to the schools the next day'. <br />On roll call the motion adopting the ordinanced passed unanimously. <br />
