7 <br />k <br />I' <br />In the matter of the abatement proceedings of the Lombardino property, Building In- <br />spector Duncan reported that the building is in the process of being torn down. <br />Councilman Britschgi moved, seconded by Councilman Anderson, the matter be <br />c�ptinued until its complete abatement and placed on the agenda of the next <br />oetin <br />an <br />iFij g <br />z <br />' <br />City -Manager Mead reported that in compliance with the requirements of Bulletin No' 1c, <br />of the California State War Council, it would. be necessary for the City Council <br />• <br />to adopt a resolution certifying the name of the Chairman of the Redwood City <br />War Council and the name of the Personnel' Officer." City Clerk Dodge read the <br />ri. <br />proposed resolution. It was moved by Councilman Anderson, seconded by Council- <br />man McNulty. that the resolution be adopted. Under the question, Councilman <br />McNulty questioned the names of Mayor Granger and Mrs. Florence Donnelly being <br />1 <br />inserted -in the resolution. City Attorney McCarthy explained that it was the <br />! <br />E <br />pleasure of the Council but that the State"War Council wants a record of who is <br />responsible for keeping records and that it did not imply that the positions <br />R <br />were permanent. Councilman Britschgi questlOneda the, binding of .the appointmen;a, <br />stating.that if the Council wished to dispense with the War Council the terms <br />of the resolution might bind them to keep the department. Mayor Granger stated) <br />r <br />Council will be bound as long as the State fum ishes assistance to the City War <br />Council. Motion adopting resolution passed unanimously. <br />Councilman Fletcher, seconded by Councilman McNulty, moved that a letter b'e written <br />to the Tribune acknowleAkIgg receipt of certificate of merit for the participation <br />_- <br />I• <br />' <br />in the Third War Loan Drive. <br />-- <br />Mayor Granger commented on the fact that the Fourth liar Loan Drive was <br />coming up and ahked whether $50,000 of the Cityls funds was eligible under this. <br />bond drive. City Clerk Dodge replied that he was not.able'to answer that <br />question and asked for assistance from the Finance Committee. The Finance <br />j <br />Committee was instructed to assist Mr. Dodge in this matter and it was to be <br />placed on the agenda for the next meeting. City Manager Mead commented on the <br />t, <br />fact that it is not known yet what kind of bonds are to be issued. City Clerk <br />Dodge said the original intention of the Council was that short term decurities <br />be purchased and that it might be that no short terms bonds will be issued. <br />Mayor Granger asked if the Council had given any consideration to the post-war planning <br />program as presented by a group of architects headed by Mr. A. 'Janssen. ' Counc?ll- <br />3 <br />man Armstrong believed it was a.:,matter which should be 'referred to the Industriv.1 <br />Committee. Councilman Britschgi believed that a report should be made on the <br />legality of the plan of telling people how to fix their buildings. Mayor <br />i <br />.r <br />• <br />Granger'didanot believe there was a legal point to it but a matter of educating <br />the people to the idea. Councilman Fletcher believed the most important phase <br />of post-war planning was an airport. Mayor Granger said the store -front plan <br />did not cost the City anything and would 'improve present conditions. <br />Mr. Ferris Miles addressed the Council saying that the entire thought of <br />post-war planning was being done on a voluntary basis. There was no complusion <br />in any plan but merely a procedure of giving employment as fast as possible <br />after the war. He believed if the plan were properly presented no compluaion tuculd <br />r <br />be necessary. <br />
