■ <br />Recreatioa Commission but that he was representing the youth organizations. <br />He stated that a year ago Mr. Bert Werder of the County Fire Department <br />appeared before the Recreation Commission and requested that the building <br />occupied by the Boy Scouts be repaired. The City Attorney advised tl�e Commission <br />that city funds could not be used to fix any building other than that owned by <br />the city and he believed, therefore, that the appropriation given to the Boy <br />Scouts a'short time ago was in the nature of a donation and that all youth <br />organizations should be treated alike. Councilman McNulty asked if the Girl <br />Scouts and the Y. M. C. A. were meeting in a building that was unsafe'"and stated <br />that the money was donated to the Boy Scouts because of the condition of their <br />meeting place. Councilman Hilton brought out the fact that the city had used <br />the building as a police department for many years at no cost of the city. <br />Councilman Armstrong stated he believed the Girl Scouts were now occupying a <br />building on which county funds had been expended to mare it usable for their <br />activity. Councilman Britschgi asked if the Girl Scouts and Y. M. C. A. couldni <br />all use the same building for their meetings now: that the building had been made <br />safe. Miss stiles answered Mr. Armstrong's question_ in regard to county funds <br />being expended on the Girl Scout building. She stated that the Girl Scouts had <br />given up their meeting place to the U. S. 0. and that the County without being <br />asked had repaired the present meeting place. Mr. Elmer Ross, chaiman of the <br />Recreation Commission, believed the matter should have been.referred to the <br />Commission and that the matter could have been settled amicably. The motion be- <br />fore the Council passed, Councilman Armstrong voting in the negative,." <br />Councilman.Hilton moved, seconded by Councilman McNulty, that the industrial committers <br />report on location for used car lots be carried on the agenda. Motion passed <br />unanimously. <br />The matter of one hour parking on Commercial Way was next brought up for discussion. <br />Councilman Britschgi was of the opinion that it was a neighborhood quarrel be- <br />tween the merchants because of one merchant parking his truck in back 'of his <br />building and did.,not see why all trucking concerns should be penalized because <br />of one violator. He believed it was a matter the Police Department oould.handle <br />without an ordinance being drawn up. City Manager Mead requested that the <br />matter be referred to him for further study as an owner of one of the stores had <br />contacted him and he wished to investigate the matter further. The matter was <br />placed on the agenda for the next': meeting. <br />In regard to the abatement of the Lombardino property, Health Inspector Stein reported <br />that the premises had been cleaned up and the conditions were satisfactory to <br />the Health Department. The matter was dropped from the agenda. <br />Councilman Fletcher moved, seconded by Councilman Armstrong, that abatement pro- <br />ceedings be instituted against Vic Michel's Blacksmith Shop on the corner of <br />Chestnut and Main Streets. Motion passed unanimously. <br />City Attorney McCarthy reported on the matter of ordinance relating to cutting up of <br />houses into one and two room apartments. He stated he had talked to Mr. <br />Fickheisen of the County Health Department who informed him that at a health <br />Y <br />conference in San Jose it was brought out that several cities are contemplating <br />a' <br />#, <br />I <br />1 <br />
