Mr. McCarthy stated <br />he believed this was the wish of City Tanager Mead, too, as he had also been <br />contacted by Mr. Fickheisen. Councilman Fletcher moved, seconded by Councilman <br />McNulty, that, if the City Manager concurred, the -matter be laid over until the <br />_ second meeting in April. Motion passed unanimously. <br />® Councilman Fletcher offered resolution appointing election officials and fixing <br />} ' <br />polling places for the .election to be held April 11, 1944, seconded by-C.ouncilm <br />C <br />L' <br />J_ <br />Britschgi. Mayor Granger asked if it were necessary to notify the applicants <br />who had not been chosen to act as officials. City Attorney McCarthy 'stated that <br />it was not necessary as the list of off iciai would be posted in the newspaper, <br />.however, it was decided the unsuccessful applicants would be notified and advisee <br />that in event'of a vacancy they might be called upon. Under the question, Counci <br />man Britschgi asked if it would be possible to have an amendment to the charter <br />placed on the ballot for the coming election. He believed there was'a conflict <br />in the duties of the mayor and city manager and believed the city manager should <br />be invested with controlling power in the event of -an -'emergency arising within <br />the city. City Attorney McCarthy stated there was not enough time between <br />now and the election to place an amendment on the ballot as the proposed amend- <br />ment must be published in the newspaper not less than forty days and not more <br />than sixty days before an election. Mayor Granger said he believed there were <br />many conflicts in the charter and also in the civil service system of the city. <br />Councilman Fletcher and Councilman P:IcNulty were of the opinion.that th'e charter <br />could be imporved. City Attorney McCarthy stated that Professor May,. 'one of, the <br />advisors to the Board of Freeholders who drew up the charter, was of" the opinion <br />that.it was still a model charter. He stated the reason the mayor was named <br />as head of the city in an emergency was because the Council had the power to <br />disburse money and that ,the idea was that he would act as a liason officer. On <br />call of roll, the resolution passed unanimously, Councilman Anderson being absent <br />Councilman Britschgi moved, seconded by Councilman Fletcher, that a study of the <br />charter be made and also a study of the ordinances and that the matter be placed <br />on the agenda for the first meeting in May. Motion passed unanimously,. <br />Mr. Harry Harrison appeared before the Council requesting that the rate of pay for <br />election officials be raised from $7.50 to x`10.00. Councilman Fletcher moved, <br />seconded by Councilman McNulty, that the rate of pay for election officials be <br />raised, from $7.50 to $10.00. Motion passed unanimously. <br />. Councilman Fletcher offered resolution accepting deed from A. S. Liguori and Vera <br />Liguori, his wife, to 9.16 feet of land, this strip of land to be used for <br />drainage purposes, seconded by Councilman Britschgi, On roll call, motion passed <br />unanimously, Councilman Anderson being absent. <br />City Attorney McCarthy explained that notice to abate nuisance had been sent to Imo., <br />Carli in regard to property on Manzanita Street and asked that matter,be laid <br />over until the next meeting. Councilman Fletcher, seconded by Councilman McNulty <br />moved that matter of abatement proceedings be laid over until the next Imeeting. <br />Motion passed unanimously. <br />
