Councilman Armstrong stated that in view of the fact that this matter was brought up by the Traffic Study Committee; he would move that the City Clerk advise them that the Council would be tunable to comply with their request, seconded by Councilman Fletcher.. Motion passed unanimously. City Attorney,McCarthy reported on the abatement proceedings of the Vic Michel Blacksmith Shop. He stated he had proof of the service of notices to show why the building should -not be removed. The notices were mailed to L. M. Michel and Joe Rose, Jr. and posted on April 7. He and Ialr. Duncan have heard from both --Mr. Michel and Mr. Rose and I.W. Rose stated that he would make as much progress as possible. He believed he could vxeck the building within thirty days but doubted if he could have the material removed in that time but it would be soon thereafter. Councilman Anderson offered resolution deblaring this property to be a nuisance and allowing thirty days to remove it, seconded by Councilman Fletcher. On roll call, motion passed unanimously. City Attorney McCarthy advised the Council that a committee of city,attorneys from the Peninsula had met and were attempting to draw up a uniform resolution to cover the.cutting up of houses into one and two room apartments. He asked that --the matter be placed on the agenda for the second meeting in May. Mayor Granger stated that a good example of the cutting up of houses into small apartments was that of a house on the corner of Chilton and Fuller Streets. City Manager Mead reported that this.house had been inspected and also another at 35 Hudson. He asked City Clerk Dodge to read the report of Building Inspector Duncan and Health Inspector Stein in regard to this matter. The owner of this property reported that the War Housing Authority in Burlingame had given her permission to convert her house into apartments and the house and occupants were listed with them.. City Attorney McCarthy stated that at the meeting of the city attorneys the fact was brought out that the War Housing Authority has encouraged people to violate city ordinances and that the form of ordinance the committee had in mind will require the registration of rooms or apartments and the tenants of these rooms or apartments with some city official so that the.city will have a, check on all such places. Councilman Armstrong asked if the War Housing Authority .had the right.to gram such permission when it was in violation of city ordinances and asked that the City Attorney be instructed to investigate and ascertain whether the Federal Government can grant permission which is in violation of city ordinances. Councilman Anderson concurred in Mr. Armstrong's remarks and stated he would also like a report on the matter.
