Councilman Granger stated the reason for bringing it to a point was so <br />that the council could be organized. Councilman Armstrong stated that the <br />resolution would only help to get the commission organized and would not obligate <br />the city. Councilman Anderson asked what money they would have to spend and <br />asked if it was proposed to include them in the budget. Councilman Armstrong <br />answered they possibly would be included in the budget if they presented a plan <br />which is worthy .of support. He stated its membership was as broad as�could be <br />made. Councilman Anderson asked if it was the intent of the resolution to place <br />this commission in the category of the recreation commission. Councilman Armstrong �- <br />replied it would be an advisory commission. On roll call, motion_ passed un- <br />animously, Councilman Britschgi voting in the affirmative but asking the <br />Commission to send him a copy of its by-laws. <br />Councilman Armstrong moved that the motion declaring that a state of emergency existed <br />in Redwood City be rescinded and that Civilian Defense be placed back in the <br />departments of city government, seconded by Councilman Fletcher. (Original motion <br />declaring state of emergency recorded in minutes of'December 21, 1942). Motion <br />passed unanimously. <br />City Manager Mead asked if it was agreeable to the Council for him to interview <br />applicants for the position of woman welfare worker with only two members on the <br />Board of Review, referring to the fact that Mr. Joseph Corbett had resigned and <br />a reappoi-Ktment had not been made as yet to this Board. The members of the <br />Council signified that it was agreeable to them. <br />City Attorney McCarthy reported on the outcome of the Koemple trial. He advised the <br />Council that the jury had been unable to agree on the'first count - that of false <br />arrest - by a vote of 8 to 4, and that it had been discovered that the majority <br />vote had been in favor of the City of Redwood City as the defendant. On the <br />second count, that of requesting damages for destruction of the animals, the <br />verdict was unanimously in favi of the City of Redwood City as the defendant. <br />The judge had examined the premises of Mrs. Koemple and has allowed her three <br />-weeks with the guidance and supervision of the Health Department to make some <br />progress with the condition of her property. After that time he will again <br />inspect the property and if sufficient progress has been made, he will grant <br />further time to make reasonable repair to have her property conform to Statej <br />Housing Laws and Redwood City Building Ordinance. Mrs. Koemple will sell the I <br />property and will live out of Redwood City. <br />Councilman Fletcher, seconded by Councilman Anderson, moved meeting be adjourned. <br />Motion passed unanimously. 3 <br />. � J <br />R.
