L2 <br />7 <br />i <br />r <br />MINUTES OF REGULAR MEETING <br />REDWOOD CITY COUNCIL <br />MAY 1, 1944 <br />5:00 P. M. <br />0 <br />On roll call the following were present: Councilmen H. F. Anderson, C. C. Armstrong, <br />Carl Britschgi, E. A. Fletcher, Floyd D. Granger, George W. McNulty, Mayor W. W. <br />Hilton, and City Clerk R. S. Dodge. Also preppht were: City Manager Robert W. <br />Mead, City Attorney Paul A, McCarthy, Fire Chief Mark E. Ryan, Police Chief C. 1 <br />Collins, Building Inspector L. M. Duncan, City Collector N._L, Miramontes, Stree <br />Superintendent H. L. Winter and Health Inspector Emil Stein. <br />Minutes of the last regular meeting and of the adjourne meeting of April 1$ were <br />approved as mailed on motion of Councilman Anderson, seconded by Councilman <br />Britachgi. Motion passed unanimously. <br />Application for dance permit was received from Court Madrone, Nov 1589 F, of A, for <br />dances to be held Saturdays, May 6th and 13th. Councilman Armstrong, seconded <br />by Councilman Fletcher, moved that permit be granted subject to same conditions <br />.as previous'permits have been granted. Motion passed unanimously.. <br />Application for dancepermit was received from Howard Frederic for dances to be held <br />L <br />Wednesdays, May 3rd and 10th, fee having been paid. Councilman Britschgi moved,, <br />seconded by Councilman McNulty, that permit be granted. Motion passed -unanimous) <br />Application for restaurant license was received from Vard B. Norval requesting transfer <br />of license of the Brockway Cafe, 2927 Broadway. The applicant has no liquor <br />license and fee has been paid to June 30, 1944. Inspector Stein reported that <br />F + <br />the restaurant met all health requirements. Councilmen Fletcher moved„ seconded <br />by Councilman Britschgi, that permit be granted subject to final approval of the <br />Health Department. Motion passed unanimously. <br />Application was received from the San Carlos Pilgrim Fellowship regarding change in <br />dates of rummage sale, and asking the Council to reserve the dates of May 26th <br />and 27th for their sale. Councilman Armstrong stated it was the policy of the <br />Council to grant the permit to hold such sales but not to reserve dates, and <br />moved that the permittee be so advised, seconded by Councilman Anderson. Motion <br />passed unanimously. <br />Communication was received from Helene Scheele, 2nd Lieutenant, WAC, for permission <br />to place WAC recruiting banner across Broadway. It was the consensus of opinion <br />that granting such requests were against the policy of the Council due to the <br />fact that other organizations would also request similar permits and also any <br />accident caused by these banners dropping would not be -covered under the city's <br />insurance policy. Councilman McNulty moved, seconded by Councilman Anderson, <br />that permit be denied. Under the question, Councilman Granger asked if it would <br />be possible to grant the permit for the banner to be placed on some side street, <br />however, it was decided that it would be just as dangerous on a side street. <br />Councilman Anderson asked that the Clerk advise Lieutenant Scheele of the views <br />of the Council in regard to other organizations requesting the same kind of <br />permit. Motion passed unanimously. <br />3ommunication was received from Ralph D. Howe, M. D. in regard to converting house at <br />3004 Broadway into a ten bed maternity hospital due to the crowded hospital <br />r <br />aA <br />
