Councilman Anderson asked the City Attorney the proper procedure to follow in this instance and was advised that under the zoning1 ordinance it was necessary to refer the matter to the Planning Commission who would hold a public hearing after notices to property owners in that district * had been sent and,would then make a recommendation back to the Council. The Council would publish a notice in the newspaper if the recommendation were in favor of the hospital. Councilman•Anderson moved that the -matter be referred to the Planning Commission, seconded by Councilman Armstrong. Motion passed unanimously. City Attorney McCarthy reported on the matter of the hearing before the Railroad Commission in regard to Mr. Martin's application for consolidation of the bus line from San Carlos to Redwood City and from Redwood City to Palo Alto and re- turn. It was his opinion that these applications would be granted and believed that the Railroad -Commission would render a decision within two or three weeks. In regard to the ordinance prohibiting the cutting up of houses into one and two room apartments, City Attorney McCarthy was of the opinion that this report was not due until the .second meeting of May and asked that the matter be held over until the next meeting. He believed the present condition was a temporary one and would straighten itself out after the war. Councilman Armstrong stated he was in sympathy with the housing shortage but was not in favor of temporary permits being issued. City Manager Mead stated that from a standpoint of administration .it would be difficult to determine where to draw the line and that ordinances would be followed. He informed the Council that Mrs.-Hollenbaugh had already been notified to discontinue her rooming house. It was the general opinion of the Council that they were not in favor of issuing temporary permits and that the ordinance should be abided by. 1• The motion before the Council passed unanimously, 'There was a general discussion in regard to the abatement of ten buildings on which a report was submitted at the last meeting. Councilman Fletdher was of the opinion that the matter should be laid over to the next meeting to enable all councilmen to personally inspect the buildings. Councilman Granger stated he i9@��IJJ1 had.inspeeted all the buildings and moved that the owners of these buildings be ordered to appear before the Council and show cause why they should not be removed, seconded by Councilman Armstrong.
