U fair to order him to show cause at such a time, Councilman Armstrong stated there would be at least four weeks before any action could be taken and then thirty -days before condemnation proceedings would be instituted and he was in favor of action being started. Councilman Britschgi was also.in favor of action being started, stating that the city manager, fire chief and building inspector had inspected these buildings and recommended they be removed. As believed the Council would be more or less hindering their efforts if the matter was laid over to a future meeting. Motion before the Council passed with Councilman McNulty -voting in the negative. Councilman Britschgi nominated Gene Hoffman as a member of the Board of Reviews- stating eview;stating that he believed Mr. Hoffman -was a very capable man and is at present a personnel manager of a large concern. Councilman Fletcher seconded the nomination. Councilman Granger moved that nominations be closed, seconded by Councilman Armstrong. Motion passed unanimously. The Clerk was instructed to advise Mr. Hoffman of his appointment. City Manager Mead asked the Council their wishes in regard to Victory Garden rates for the coming season. Councilman Anderson believed the rates should be. carried out the same this year as last year, stating that conditions are the same and, in his opinion, no change should be made. Councilman Fletcher con- curred in'Councilman AridersonIs remarks and stated he was very much 1n favor of the same rates being continued this year. Councilman Anderson moved, second- ed -by Councilman McNulty, that the same- polioy carried in effeoV for water rates for victory gardens last year be put into effect for this year. City Manager Mead.asked that a time limit be set for refunds and -suggested December let. Councilman Anderson included in his motion that a time limit of December let be set for refunds, seconded by Councilman McNulty. Motion passed unanimously. Councilman Fletcher offered resolution, seconded by Councilman Anderson, authorizing n City Manager Mead to sign application and agreement for allocation of State aid to local .agencies for civilian defense purposes by the State•Director of Finance. The agreement provides for the sum of $360.15 to be paid to the city as 50% of expenses,for the maintenance of telephone facilities of civilian defense for thirteen months covering the period June 1, 1943 to and including June 30, 1944. Under the question, Councilman Granger believed the mayor -should also be - authorized to sign the agreement inasmuch as both are needed to disburse money. City Attorney McCarthy stated this agreement was only to accept money and not disburse and in his opinion the City Manager could legally sign the agreement. Motion.passed unanimously on roll call.
