City Attorney read excerpt from the Charter,,,Seotion 599 stating that demands after being approved by the city manager and allowed by the council shall be signed by the mayor and warrants prepared by the city ole#, numbered the same as the demand, shall be signed by the mayor and city clerk or such other officer as the d6uncil may designate, provided, however, that.such demand shall be approved by the city auditor whenever prescribed by the council. It was decided to abide by the Charter and have the mayor sign the claims. There•was some discussion in regard to toe same person being city treasurer and city auditor. Councilman Granger stated that Mr. Dodge had been appointed treasurer and auditor to enable him to enter any city department and set up systems without a controversy arising. Councilman Armstrong was of the opinion , that the treasurer should be a check upon the auditor and vice versa, therefore, the same man should not be appointed to the two positions, and moved that the appointment of Mr. Dodge as auditor be rescinded. Councilman Anderson moved that the matter be continued to the next meeting until the city manager and city attorney had had an opportunity to wotk out a feasible solution, and a report be submitted by, them at that time, seconded by Councilman McNulty. Motion passed unanimously. Mrs. T. D. Hollenbaugh appeared before the Council in regard to her house at 35 Hudson Street. She stated she had defense workers and Navy personnel living at her home and asked that she be allowed to continue as at present for the duration of the war.' Mayor Hilton asked Mrs. Hollenbaugh to contact City Manager Mead who would inform her of the Council's action taken earlier in this meeting* n- t_`� f Councilman Granger stated that about a month ago there had been a discussion regard- ing the,eivil service regulations and made the suggestion that each member of the•counell appoint a citizen to a study committee to study the present system. Councilman G ranger moved, seconded by Councilman Anderson, that money be appropriated to pruehase a flag to replace the large flag which flew on Memorial Day and other holidays. Motion passed unanimously. Councilman McNulty asked if it would be possible to have the soldier monument at the cemetery painted -before Memorial Day, City Manager Mead reported that the matter has already been taken care of - the soldier will be painted and the roads put in good condition. Councilman Granger asked the status of a house on Fuller Street, City Manager Mead reported that the matter is being corrected and that the building was in >� violation of several -ordinances, 4 Councilman Granger questioned the validity,of claims for car mileage by Mr. McArthur and Mr. Aandlett; stating he believed it was necessary to pass a resolution to allow such claims. City Attorney McCarthy stated that a.claim for mileage was no different than any other claim. City Manager Mead stated that the shortage i of cars necessitated the use of personal cars and the, claim for mileage. Councilman Granger questioned the validity of a claim for witness fee of $5,00 paid to A nurse at the Community Hospital for appearing as a witness in the Roemple trial.
