Block 42, Eastern Addition, a shingle shack next to Paulsen Garage on Main Street <br />? rooms used by Mr. Paulsen as an office. City Manager Mead reported that Mr. <br />Paulsen was taking action to clean the property. Councilman McNulty reported <br />that Mr. Paulsen had asked him to report that he has started action and is trying <br />to put the building in good shape. Councilman Anderson moved, seconded by <br />Councilman McNulty, that the matter continued to second meeting in July. Motion <br />passed unanimously. <br />The building of Pierre Casaurang,,northwest corner El Camino and Woodside Road, Lots <br />11 2, 3, Block 1, Reese Subdivision, three room shack formerly used as a <br />restaurant and now vacant. Mr. H. H. Weiner appeared in behalf of Mr. Casaurang <br />stating that it was the intention of Mr. Casaurang to clean up the premises and <br />that he had waited to obtain enough money. to build the main building. He said <br />that Mr. Casaurang is willing to sign an agreement that after the duration he <br />will tear the building down. Councilman McNulty stated that the building was in <br />a very bad condition and was a terrible nuisance. Councilman Britschgi asked <br />what Mr. Casaurang's income from the building was at the present time. Mr. <br />Weiner stated the building was unoccupied. Councilman Amstrong asked to have <br />the Building Inspector, Fire Chief and Health Inspector give their testimony in <br />regard to this building. Building Inspector Duncan testified as follows: <br />Q. On this property, what is your report as to the foundation and floors? <br />A. There isn't -any portion of the building that conforms to the building.code. <br />Q. Is there any foundation to the building? <br />A. No. <br />Q. Is there any flooring? <br />A. Just ground. <br />Q. Single walls, no studding? <br />A. That's right. <br />Q. Did you find papers, old boxes and other evidence of rubbish? <br />A. Yes. <br />Q. The building does not comply with ordinance and in your opinion is beyond <br />repair? <br />A. Yes, it is. <br />Chief Ryan testified as follows: <br />Q. Did you look at the wiring down there? <br />A. Mr. Duncan is the electrical inspector,. In a general way - yes. <br />Q. Does it donform? <br />A. No. <br />Q. Is the building a fire hazard in your opinion? <br />A. Yes. The public has access to it and it is highly inflammable. There are <br />public toilets. Part of the building is closed, part is accessible to anybokr, <br />Health Inspector Stein testified as follows: <br />Q. What was the sanitary appearance of the building? <br />A. Food may not be served in a premise such as this., That is to say, the floor <br />if on top of the ground. Is worst rat infested area we have - and we have many <br />in Redwood City. They took up floor to get the rats and were unsuccessful. If I <br />were to go into details - the water has been shut off in the toilets and human <br />excerta has overflowed. The council ordered the City Manager to board up the <br />place. In addition, there were many other conditions there. Does not conform <br />with fire ordinance. <br />Q. Do you think the building ogn be repaired? <br />A. It is my opinion that the structure could,not be repaired. <br />'Councilman Armstrong asked what action could be taken to have the building torn <br />down as quickly as possible and was advised that the adoption of a resolution <br />would give thirty days to remove the structure. Councilman Armstrong offered <br />resolution ordering abatement of the structure, seconded by Councilman Britschgi. <br />On roll call, resolution passed unanimously. Councilman Anderson stated that the <br />reason he voted yes on the matter was that this building had been an eyesore for <br />so long that he did not believe the council should even consider postwar planning <br />on a place in that condition. <br />U <br />On <br />�.J <br />4, <br />
